Army warns of possible violence in WV as May 2007 polls approaches

Kalibo, Aklan- The Philippine Army based in Camp Peralta, Jamindan Capiz warns of more possible violence possibly to be perpetrated by the Communist Party of the Philippines-New People's Army as the May 2007 synchronize local and national elections approaches.

In a telephone interview Lt. Col. David Tan, spokesman of the 3rd Infantry Division of the Philippine Army said that they recieved reports that hired killers from the CPP-NPA assasinated Tapaz, Capiz Vice Mayor Victor Gardose Sunday morning.

Police report said, Gardose along with companions barangay chieftain Leonardo Gimeno and bodyguard Anthony Gequillo had just arrived at the town's civic center when three unidentified armed men shot the victims.

Report said, Gardose had declared his intent to run for mayoralty post in the said town against the incumbent which is his relative.

"Tapaz is considered a rebel infested area. We believed the CPP-NPA will do anything to generate funds taking advantage of the forthcoming 2007 polls. The police are already eyeing this angle as one of the possible motives," Tan said.

Before the Gardose slay, Tan bared that several of their informants all around the region are already recieving death threats and that they will be assasinated if the CPP-NPA got proofs that they are providing information to the army.

"We also recieved reports that the CPP-NPA are extoring money from several prominent politicians and businessmen in the region," Tan said.

Economic Enterprise to be felt by the indigents in 2007

Kalibo, Aklan- The much criticized establishment of the Economic Enterprise Development (EED) in the province will finally be felt by the indigents in the year 2007 after two years of creation according to the unified leadership of Aklan.

In a rare press conference held here, Aklan Congressman Florencio Miraflores, Governor Carlito Marquez and Vice Governor Ronquillo Tolentino said that they guaranteed Aklanons to expect bright economic gains next year because of the economic enterprise development.

"Through the EED, we project that we have covered 100 percent universal premiums of Philhealth for the 70,000 indigents in the province and the funds will be taken from the revenues generated by the EED," Miraflores said.

Miraflores said, he is confident that EED will become succesful because he foresee the EED similar to the Caticlan Terminal he established in 1990's and the funds were taken from the bonds flotation.

Based on the records of the Department of Finance, the Caticlan Jetty Port is the model of succesful bond flotation projects in the country and have been duplicated by several local government units.

The EED is being criticized because the indigents could not bear the fees of the provincial hospital after it was recently placed under the economic enterprise.

But Governor Carlito Marquez said that they are subsidizing the hospital operation since other component of the EED includes the Caticlan Jetty Port - a gateway to Boracay which are raking in P24 million yearly for the provincial budget.

"Aside from the the hospital and the jetty port, we are also planning to establish a pulp mill for our abaca programs in Aklan under the EED to let abaca farmers earn enough money for themselves," Marquez said.

Marquez bared that the Libacao town alone are generating P8 million revenues in abaca plantation each year. The said amount will reportedly be tripled if the provincial government have established a pulp mill based on the EED blue print.

Tolentino for his part said, the provincial board approved the creation of the EED not only because it will provide employment to at least 500 persons but also to earn revenue for the province which could be utilized to upgrade the economic standards of Aklan.

"According to the report of the Department of Budget and Management (DBM), Aklan is still 90 percent dependent on the Internal Revenue Allotment ther easons why we have to take actions for us not to depend on IRA allocations," Tolentino said.

Cats pestered patients at the DRSTMH

Kalibo, Aklan- The management of the Dr. Rafael S. Tumbukon Memorial Hospital (DRSTMH) here are having problems on what to do with the cats that continously pestering their patients here.

The provincial hospital which was recently upgraded into a tertiary hospital was included in the Economic Enterprise Zone of the provincial government. Said hospital is also being eyed to offer medical tourism for Boracay next year.

Dr. Pol Macahilas said that although there is less number of cats that breeds in the back of the hospital compared in the previous months, they are still concern on what to do to keep away the unwanted cats.

"We tried our best to snare them and dumped them far from the hospital but they kept on coming back after several weeks," he said.

"The janitors also refused to slaughter them all because they believed it will bring them bad luck," the doctor said.

Earlier, Governor Carlito Marquez had ordered the DRSTMH staff to find 'legal' ways on how to keep the cats away because its presence disturbed the patients. Some of the patients were also being asked not to approach the cats because they have allergies and asthma.

"I myself does not agree that the cats will be slaughtered. I know there might be another way how we can eliminate them," Marquez said.

Kalibo, Aklan – The familiar police officers and deputized law enforcers sporting orange shirts has been widely lauded in the 2006 Kalibo Sto. Niño Ati-Atihan Festival for their swift response and efficiency in resolving conflicts, this coming 15 to 21 of January 2007, that same color will strike fear to trouble makers and give deterrence and contribute to the success of the 795th Kalibo Sto. Niño Ati-Atihan Festival.

We will make it a point that despite our firm security procedure, we will continue to preserve the amiable and tourist-friendly atmosphere of this Ati-Atihan town making it as familiar and routine as possible, said Kalibo Mayor Raymar Rebaldo during an interview.

As the capital town of Aklan with visitors reaching to the thousands especially in the festival center during January 20 and 21, personnel from the Aklan Provincial Police Office (APPO) and the Kalibo Police Station, augmented with members of the PNP Regional Special Action Unit (RSAU), Philippine Army regulars and reservists, and volunteers from Kabalikat-Civicom, Criminology Students of the Northwestern Visayan Colleges and the Aklan Catholic College are tasked to provide security, communications and emergency response and deployed to strategic areas around town in the effort of maintaining peace and order.

“However, the number of deputized personnel from the civil society and criminology students will be reduced since we will be requesting for more PNP personnel from our regional headquarters, ” said Police Prov’l. Director William Macavinta. Terence Toriano

Tibyog leaders: It’s still Marquez for guv

KALIBO, Aklan – The leadership of the ruling Tibyog party showed to the media their “rock solid” unity during a press conference at Latte Café here Wednesday.


The three main Tibyog leaders – provincial party chairman and Governor Carlito Marquez, party founder and former congressman Allen Quimpo and incumbent Rep. Florencio Miraflores – gathered as a reaction of sorts to rumors that banker Ma. Betina “Mabeth” Mobo-Garcia will challenge Marquez in the 2007 election.


Vice-Governor Ronquillo Tolentino also showed support for the Tibyog triumvirate.


Mobo-Garcia’s name stirred the political hotpot in previous months after she reportedly met with defeated opposition candidates former Gabrielle Calizo, businesswoman Vicky Ramos and some Tibyog mayors.Mobo-Garcia has yet to confirm if she will run for governor.


In an interview, Quimpo confirmed Mobo-Garcia met him twice to ask for his endorsement.


He also denied reports that he is backing Mobo-Garcia’s political plan, contrary to reports of a tabloid several days ago.


“She wanted to be the standard bearer of Tibyog in the gubernatorial race against Marquez but I told her that I cannot endorse her. I consistently advised her to think twice about her plans to enter politics. Yes, I admire her as a banker and I have high respects for her but politics is a very different thing,” Quimpo added.


Quimpo said party members will choose their candidates in all local positions for the 2007 elections. “And as far as I am concerned, I fully support Marquez since he is the official Tibyog governor.


Tibyog members and leaders are fully supportive of the governor and he is consistent with the party’s platform for Aklan which is progressive, developmental and united leadership,”


Quimpo said.Tibyog has dominated this province’s political landscape for more than a decade now. Its leaders now occupy the congressional, gubernatorial and vice gubernatorial positions.


The party also accounts for 10 of the 13 provincial board members, 16 of the 17 municipal mayors and an overwhelming majority of the province’s 327 barangay captains and town councilors.


Miraflores said if Garcia will decide to run, he would still support Marquez.


Miraflores added Tibyog leaders are united behind the reelection bid of Marquez, who is a major component of the unity ticket of the local party.


He also belied insinuations that many mayors are rebelling against Marquez.


Mabeth Garcia is the daughter of former Aklan vice governor Benhur Mobo and wife of Ibajay Mayor Roberto Garcia Jr.Mayor Garcia is the son of former governor “Nono” Garcia.

‘LUCIFER ORDERED ME’

Nabas, Aklan-AN 8-year-old girl died on the spot while four others were wounded after a bolo-wielding man ran amuck in Nabas, Aklan Wednesday afternoon.

The Nabas police arrested Gerald Orese, 22, of Brgy. Caticlan, Malay who went on a hacking rampage at Brgy. Union, Nabas past 2pm yesterday.Brgy. Union is some 20 kilometers from the Nabas town proper.

Initial reports from RMN-Kalibo said Orese went inside the home of Maribeth Salibio, 31, also of the said village and got hold of a two-foot bolo.

Without any provocation, Orese hacked Kimberly Espineda four times in the neck. The blows almost severed her head from the body, killing her on the spot.Orese also turned his rage on Kimberly’s mother Elsie, 30, and one-year-old brother Boboy who both suffered hack wounds in the head.

The other victims were Salibio and Mylene Gusi, 34. Both sustained the same wounds in their heads.The wounded were rushed to the Dr. Rafael S. Tumbukon Memorial District Hospital in Kalibo, Aklan.

In an interview with RMN Kalibo and Iloilo, Orese said a “voice” ordered him to hack anyone he meets.“It was the devil named Lucifer who whispered in my ears. My mind blacked out and everything just happened very fast,” Orese said.

The suspect said he was aware of what he was doing but he cannot stop because of the voice.“I stabbed Kimberly four times. I cannot stop because of the voice controlling my mind,” he added.

Orese is detained at the Nabas police station pending the filing of criminal charges against him.

For our year-ender column, we asked several wedding suppliers which wedding they considered the best among clients they handled this year. After all, who better to judge the year’s best than the very people took part in and witnessed countless weddings in 2006?

As for the criteria, we let each supplier set their own; it could be the attention to details, the budget, the client’s social stature, the relationship they established with the couple, or a combination of all of the above.

Tim Urschel and Patricia Pecache allotted quite a big budget for their Tagaytay wedding. They wanted to make sure all would be perfect, from the makeup by Patrick Rosas, gown by Monique Lhuillier, the church in Caleruega, and the best dinner at Antonio’s.

They also rented a vintage car to complete the classic theme. However, the weather was not very cooperative; in fact, there was a typhoon, which made some roads at Tagaytay difficult to pass because of the fallen trees and fog. Still, everybody enjoyed the whole day. There was no hint in their smiles that they were bothered by the weather. All I could see was that they were having the best time of their lives.

As a wedding coordinator, I am always fond of wedding surprises, and Arvie Osial and Lorelei Quiambao’s wedding boasted a number of surprises from the bride and groom for each other as well as for their guests.

Everyone at that wedding was amazed as the bride made a truly grand entrance before her bridal march. A helicopter hovered over the lawn of the Coconut Palace, showering petals while the guests waited for the bride. A few minutes later, it landed and the bride came out of it. Her walkway was lined with red petals as she was serenaded by her groom, who was playing a guitar and singing "Grow Old with You". It was a surprise for Lorelie to hear Arvie singing, as he’d vowed to do no such thing, but love can really conquer all things. It took all of Arvie’s to perform that afternoon and this made Lorelei cry.

The weather cooperated during the entire Christian ceremony. The sunset pictures were beautiful. The reception followed immediately, and everyone enjoyed the food and the program. Arvie and Lorelie’s first dance was capped with extravagant fireworks. With a little under than 200 guests, it was truly a wedding to remember. So much effort had been poured into the success of the wedding. I fondly remember seeing, at the end of the night, the happiness in Arvie and Lorelei’s eyes and in those of their families’. Guests were elated as they left the reception; some said that they would like to fall in love again and get married all over again, inspired by the wedding they just witnessed.

It was pretty overwhelming when one of the most important weddings of the year fell into our hands. We consider Bing Arenas’ and Kristine Ochoa’s wedding our biggest for 2006 (and probably to date) since it was the wedding of Boy Ochoa’s daughter and Ms. Baby Arenas’ only son.

A good number of prominent political figures and businessmen were there to grace the occasion, with no less than President Gloria Macapagal-Arroyo standing as one of the principal sponsors. Bing walked down the aisle alongside his mom and Speaker Jose de Venecia.
Starstruck may just be the word, but with only two and a half years of experience in the industry, you can’t really blame us.

What I consider the wedding of the year for 2006 is the wedding of Nicole and Nigel, who are Australian and British nationals. What made it unique was the fact that it was my first time to work out wedding preparations for three different venues: the wedding ceremony at the Boracay Terraces Resort, the cocktails at Diniwid, and the reception held at Nami Private Villas.
The reception was very special, thanks to the magnificent and relaxing amenities transformed into a pampering haven for all. It had the widest array of selected expensive wines, champagnes, sodas, and beers, all for the 60 guests of the couple!

Nicole and Nigel even brought in their own yacht to the delight of their friends who flew many miles just to witness this grand wedding of the couple. Instead of the usual golf cart in lieu of the bridal car, we opted for a motorized banca decorated with white linens, white flowers, and tropical bouganvilla petals) as their bridal carriage. As the bride alighted from the boat, she was holding a single white calla lily tied with ivy vine (depicting drama and simplicity of heart). The finale was a spectacular and breathtaking display of fireworks that lasted between 30-45 minutes. Truly a fete to beat! It was like New Year in February!

We chose the Saratan-Yap wedding as our 2006 wedding of the year. We truly admire them because despite their stature (the groom is the mayor of Talisay, Bacolod and the bride is a member of a prominent family in Bacolod), they remained very simple and down-to-earth. Their wedding was very well-prepared. Everything was organized and very orderly.
The wedding was attended by thousands of guests ranging from members of Negros’ finest families, politicians, and businessmen. Some came from other countries and other parts of the Philippines. What awed us was the setup of the reception area. A vast gym/activity area was transformed into a tent, draped with white fabrics. The place was made to resemble a hacienda with plants, antiques, and wooden furniture. The presidential table was the longest we’d ever seen, accommodating 60 persons and designed to be fit for royalty. The stage looked like a park with towering palm trees, lights, and capiz lanterns.

I saw how much effort Nap and Rhea Apolinario put into making their wedding a memorable one, from making miniature picture confetti to doing their own AVP. Note that the AVP they did was conceptualized, shot, and post-produced by them. To top it off, the emotion-filled evening was just truly exhilarating. Pong Ponferada and Lyne San Juan’s semi-formal, European-themed wedding at John Hay Manor was a big one, with an after-dinner party at the John Hay Golf Club and a welcome dinner party the night before at the Baguio Country Club.

Well-wishers said this couple might well be the future President and First Lady of the Philippines. A friend also said that he would keep his invitation as proof that he was indeed a friend of the couple. As their videographer, I’m also going to keep their video as proof that I covered their wedding. Aklan to expand abaca production program

Kalibo, Aklan – This province is training its sight on yet another major income earner for Aklan and for the country – abaca.

To attain this, the provincial government of Aklan, together with government agencies with direct functions in attaining this goal gathered recently at the Sangguniang Panlalawigan Session Hall here to sign a Memorandum of Understanding for the expansion of abaca production in Aklan.

The MOU signing was initiated by the provincial government led by Aklan governor Carlito S. Marquez and the Aklan Rivers Development Council (ARDC), headed by its Executive Officer, Atty. Allen S. Quimpo, former representative of the lone district of Aklan.

The Aklan Rivers Development Council was created to revitalized and sustain efforts to preserve and develop the Aklan Rivers system, and one major activity it is undertaking is the planting of bamboos to prevent soil erosion as well as to preserve and provide bamboo furniture makers and consumers an unlimited supply for the industry.

With the MOU, the ARDC will also include abaca planting in its program.

Besides major government agencies like the DTI, FIDA, DAR, DENR, DOST, Agricultural Training Institute and government financing institutions DBP and LBP, the Aklan State University, headed by its president, Dr. Benny Palma assured the ARDC and the provincial government of the university’s involvement in terms of abaca and bamboo development program.

“Now is the opportunity for Aklan to expand abaca production as the Bicol region, the country’s leading abaca producer, has suffered a setback with the recent damage wrought by typhoon Reming on its abaca plantation,” Dr. Palma said.

Atty. Quimpo emphasized that abaca is the world’s strongest fiber and it has unlimited opportunities.

From just 1,500 hectares in Aklan planted to abaca, Aklan now aims to increase this to reach 3,355 hectares involving eight municipalities – Altavas, Balete, Banga, Ibajay, Madalag, Makato, Malinao, and Libacao.

Presently, Libacao and Madalag are the main source of abaca in Aklan.

As the number one supplier of abaca in Western Visayas and with the MOU signed, Atty. Quimpo said production will be maximized and hopefully, status of most marginalized abaca planters will be uplifted.

Vice Governor Ronquillo Tolentino, for his part, said the program to expand abaca production will help in the continuous economic progress in Aklan.

Relatedly, in the national scenario, Rep. Luis Villfuerte of Camarines Norte said government and the private sector should quickly combine forces to build up the abaca industry in order to boost rural employment and family income in a big way.

Villafuerte said the industry has been grossly underrated as a potential driver of economic growth in the country.

In House Res. 354, Villafuerte urged the Department of Agriculture’s Fiber Industry Development Authority to immediately draw up “an aggressive and determined plan” to advance the abaca trade, which, he said, “faces an extremely bright future.”

Villafuerte said abaca is one of the most fascinating plants in the world, and its fiber alone has an assured future.

The country, according to Villafuerte, covers 90% of global demand for abaca fiber, but he lamented that annual production growth had been hampered by decreasing yield per hectare, and dwindling land area devoted to cultivating the plant.

The development of the abaca industry in the country and in Aklan in particular is seen to propel the economy forward as its rebound despite encountered hardships and constraints such as the four storms that hit the country in the last quarter shows the stability of the drivers and its projected growth is a clear manifestation of resiliency. Aklan’s outstanding nutrition scholars honored, rewarded

Kalibo, Aklan – For helping bring Aklan’s malnutrition level of pre-school kids on continuous downtrend, 17 Barangay Nutrition Scholars were honored recently at this year’s Provincial Nutrition Awarding Ceremony at the Gov. Corazon L. Cabagnot Tourism and Training Center.

Their Christmas celebration will also be a little brighter as along with their certificates of awards, they were also given by the provincial government cash incentives, including their municipal and barangay nutrition committees amounting to a total of P40,300.00.

Each of the 17 BNSes got P800.00 as cash incentives, and four of them got additional cash as Provincial Nutrition Scholars.

These four were Luichi Felidario of Buenafortuna, Nabas, 1st placer, who received P1,600.00; Novie Sucgang, Tabon, Batan, P1,400.00: and Rodelio del Rosario of Agcawilan Lezo and Arlene Leyson of Bubog, Numancia who tied at 3rd place, P1,000.00 each.

The most remarkable feat, according to Crescini Roxas, Nutrition Dietician II of the Provincial Health Office here, was attained by Luichi Felicidario for being Nabas town’s outstanding BNS as well as having been adjudged as the number one Provincial Nutrition Scholar and enabling her barangay, Buenafortuna to become the number one Barangay Nutrition Committee of the province.

The municipal nutrition committee of Nabas is also Aklan’s 1st placer, getting a P2,700 cash award.

Nabas is now on its second year as regional winner in nutrition and next year, if it will maintain this status, it will become a Consistent Regional Winner on Nutrition (CROWN) awardee.

Other outstanding MNCs awarded were Numancia, 2nd, P2,100; Banga, 3rd, P1,500; and Tangalan, 5th, 1,300.00.

As maintenance awardee, the municipality of Kalibo got P2,700.00.

Roxas said strategies employed by the barangay nutrition scholars in attaining the continuous downtrend in malnutrition prevalence rate among pre-schoolers which, as of this year, is 11.06%, down, from 15.75 last year and 21% in 2004 - included supplemental feeding, nutrition information education, community/home/school food production, and micronutrient supplementation and food fortification.

She stressed that for school children, it is already the Department of Education that monitors the nutritional status of the pupils.

Provincial Social Welfare and Development Officer Elma Malbas said that in Aklan, day care centers in three municipalities – Tangalan, Buruanga, and Lezo were recipients of the food-for-school program of the national government. Under this program, day care children get a kilo of rice each everyday for 120 days, which was deemed a contributory factor in improving the nutritional status of pre-schoolers. She also said kindergarten and Grade I pupils who are under the care of DepEd also got the same supply.

Malbas concedes, however, that if `the bulk of the budget for this scheme for 2007 be re-aligned by the Senate, the same arrangement will not be enjoyed next year by pre-schoolers and school children, which might affect the gains seen on the children through this program.

Executive Secretary Eduardo Ermita said the school feeding program is part of the pro-poor programs as well as part of addressing the health program problem of the children in school. He stressed the program is a form of assistance to the poor families of the school children.

For his part, Budget Secretary Rolando Andaya Jr. said the program has not only lessened malnutrition among poor families but also increased academic aptitude due to improved school attendance. (PIA)

AHYDPCTT A SUCCESS!

Kalibo, Aklan – The Provincial Population Office (PPO) headed by Mr. Arturo P. Teodosio, Jr., in partnership with the Aklan Provincial Government; Aklan State University SRRDM – Ibajay Campus, Ibajay, Aklan, LGU and Regional Population Office VI conducted an Adolescent Health & Youth Development Peer Counselors Trainers’ Training (AHYDPCTT) last December 4-8, 2006 held at the Aklan State University – Ibajay Campus, Ibajay, Aklan. This was participated by 20 youth leaders of secondary and tertiary levels who came from different schools in the province.

The focus of the training was about the physical, intellectual, emotional and sexual developments of youths and other related issues that they are facing with everyday and on how they are going to deal with those in their everyday lives. It was also tackled different aspects on how to become effective peer counselors that someday they would definitely be using in their actual conduct of peer counseling training with their target audience.

There were fun games and structured learning activities that made the youths enjoy and learn as well. They have learned to discover themselves in a way that everybody has participated and shared every idea they have gotten over in those activities they had. It really made them aware of their individual peculiarities and responsibilities and even made them understand why they are being misunderstood and hard to understand by adults.

This training really was a success and a big help for everybody for it helped them responsibly develop their innate knowledge, skills and attitudes they never thought they had and also build up confidence and respect to everyone especially on the differing opinions and ideas they have shared with which can help them become better persons and also can build rapport to every individual.

These youths who are the pioneers of this training have organized themselves into a group, which is the AHYDP Young Helpers’ Hub to spearhead in planning, coordinating and implementing AHYDP projects, services and activities in the Northwestern part of Aklan. This project is courtesy of Governor Carlito S. Marquez and Congressman Florencio T. Miraflores in cooperation with the PPO. Through this, they can reflect themselves to others and apply all the learnings they have acquired in the training especially to those youths who are going on the wrong path.

KBP Aklan Holds Induction of Officer and Christmas Party

The Kapisanan ng mga Brodkaster ng Pilipinas (KBP), Aklan Chapter held a double celebration on December 17, 2006 at the Solteo Beach Resort, Mabilo, Kalibo, Aklan.

The said celebration consisted of the Induction of new elected officers of the chapter followed by a Christmas Party of the broadcasters of KBP member-stations.

The Vice Governor of the Province of Aklan, Hon. Ronquillo C. Tolentino graced the event as Inducting Officer and Guest Speaker. In his message, he emphasized the importance and responsibilities of the media. He challenged them to be vigilant to ensure that the freedom of the press could not be curtailed.

He also pledged Fifty Thousand Pesos (P50,000.00) for the Vice Governor’s Cup for the Aklan Media in 2007.

The newly elected officers led by the Chairman, Mr. Augusto C. Tolentino, IBC-DYRG Station Manager, are: Vice Chairman – Mr. Jerome T. Vega, RMN-DYKR Station Manager; Secretary – Mr. Randy Anthony A. Rebaldo, MBC-CBIS Operations Manager; Treasurer – Dr. Anna Mae C. Relingo, ASU-DYMT Community Radio Station Manager; Auditor – Mr. Jan Allen Ascaño, PBS-DYIN Bombo Station Manager; Performance Officer – Ms. Maggie S. Cudanin, MBC-Yes FM Boracay Station Manager; and Executive Secretary – Ms. Eleanor P. Defensor of IBC-DYRG.

After the induction rites, the members enjoyed the Christmas frolics.

Chinese businessman robbed, shot in the knee

Kalibo, Aklan- The Chinese community here were alarmed when a 58 years old Chinese businessman was robbed by at least three unidentified suspects and when the victim resisted he was accidentally shot in the knee.

Aklan PNP acting provincial director Supt. William Macavinta said that the victim Ping Bon Chan Ti, of Kim Huat Commercial along Shopping Center here were now in safe condition after he was immediately brought by his family at St. Jude Hospital.

"Police investigation said that an unidentified culprit declared a hold-up to the victim after coming out from his business establishment at around 6 pm Saturday. The victim however resisted which makes him grappled the .38 caliber revolver where he was accidentally shot by the suspect," Macavinta said.

As soon as the culprit finds that Ti is already bleeding, they were forced to fled along with their other companions on board a motorcycle serving as look outs. Macavinta said, the cuplrits apparently did not expect that the victim would resist the hold up.

After the incident, the family of the victim turned over the .38 caliber believed to have been used by the cuplrit while stating that the bag containing money were also recovered. The .38 caliber revolver was then turned over to the Scene of the Crime Operatives (SOCO) to trace possible fingerprint identification of the culprit.

"We are eyeing inside job as one of the possible angle because the culprits apparently knows the movement of the victim. The Chinese community should not get worried because we are on top of the situation," Macavinta said.

Currently, police authorities are investigating the profiles of Ti's former employees in the same way Macavinta are urging businessmen to keep a data bank of their former employees for future references.

Boracay security task group formed

Iloilo City- Various law enforcement agencies recently signed a Memorandum of Agreement (MOA) for the enhancement of security at the world renown Boracay Island in Malay, Aklan in the wake of terror threats in the country.

The MOA eventually created the Joint Task Group Boracay (JTGB) with the Police Regional Office (PRO) 6 as the lead agency.

JTGB is composed of specified units, offices and personnel of the Philippine National Police, Armed Forces of the Philippines, National Intelligence Coordinating Agency and the Philippine Coast Guard.

Chief Supt. Geary Barias, PRO 6 regional director, said the MOA formalizes and defines the role of every agency involved in the security of Boracay Island.

Barias said the idea was brought up in 1992 yet during the initial security meetings following the series of terroristic bombings in Mindanao but it is only now that it was given life.

"This is good so that the movements of personnel on the ground would be synchronized and so that every agency involved will know their job," Barias said.

Barias noted that Boracay is considered a target of terroristic attacks as it is frequented by foreign tourists.

Department of Tourism (DOT) data show that an average of 500,000 foreign and domestic tourists visit Boracay Island every year.

Based on the MOA, the JTGB shall conceptualize the Security Master Plan embodying the comprehensive security measures to be implemented on the island.

JGTB shall also initiate and undertake to make necessary consultations and coordination and will present its recommendations to the concerned national as well as local government agencies and local government units for the adoption of the formulated Security Master Plan and other necessary security arrangements for Boracay Island.

Barias said one of their plans is to implement an ID system among all workers in Boracay.

Another is to install closed circuit TV cameras in Boracay's entry and exit points to monitor people going in and out of the island.

Barias cited that camera monitoring played a big role in the identification of a suspected terrorist who left a bomb in a restaurant in Bali, Indonesia last year.

Meanwhile, Maj. Gen. Victor Ibrado, commanding general of the Third Infantry Division Philippine Army, revealed that a platoon of army troops are currently deployed in Boracay to help secure the island.

However, Ibrado said the army personnel are only doing covert operations so as not to scare the tourists and the local community.

Ibrado also asked the cooperation of the community and the visiting tourists saying "the security of Boracay is everybody's concern."

Santa Clauses conducts traffic around Kalibo


Kalibo, Aklan – Don’t be surprised if while taking the Ro/Ro Bus for Manila and passing by crossing Banga-New Washington area in Kalibo, you happen to spot Santa Claus conducting traffic, please refrain from asking him for gifts.

Members of the Municipal Auxiliary Police (MAP) under LGU-Kalibo’s Transport and Traffic Management Unit (TTMU) started wearing their Santa Claus hats this December 20, 2006, as one of the motorist-friendly programs of Mayor Raymar Rebaldo, this town.

One particular mention is Alex Malazarte, a MAP, who conducts traffic along the crossroad leading to the towns of Banga and New Washington dressed in a full Santa Claus costume donated by residents and business owners in the area and also distributes candies to weary drivers and passengers donated by some LGU-Kalibo employees. He is also known as the only dancing traffic enforcer in Kalibo.

In an interview with TTMU Head, Mary Gay Quimpo, she admitted that the motorist friendly program is an innovative idea of Mayor Rebaldo in putting the holiday spirit in the streets particularly at Christmas where drivers and passengers, even when tired, may go home with a smile in their face through the Christmas cheers that a traffic enforcer in a Santa outfit shares.
