KALIBO, Aklan – The provincial government is now implementing the projects and programs of the Economic Enterprise Development Department (EEDD) program, a private-type management to create revenue for the province with a total appropriation of P243, 985,667.00.
The Sangguniang Panlalawigan chaired by Vice Gov. Ronquillo C. Tolentino approved last year the Appropriation Ordinance 06-007 for this purpose.
Through Appropriation Ordinance No. 06-006, the provincial board approved and enacted the General Fund Budget for 2007 carrying a total appropriation of P420,259,032. When combined, the total budget of the province is placed at P664,244,699.
“This is the biggest budget so far in the history of Aklan,” said Aklan Governor Carlito S. Marquez.
The EEDD budget increased by P44.5 million, according to Provincial Budget Officer Mary Grace Macahilas.
The creation of EEDD through an ordinance sponsored by lawyers SP Members Santiago Regalado and Plaridel Morania is anchored on Local Government Code of 1991 which empowers a local government unit to create its own sources of revenue which shall accrue exclusively for its use and disposition.
The passing of the ordinance creating EEDD is being considered the most significant achievement of the present administration.
EEDD puts into economic or revenue generating activity the provincial hospital known as the Dr. Rafael S. Tumbokon Memorial Hospital and the district hospitals of Altavas and Ibajay, the Caticlan Jetty Port and Cagban Port in Malay and the Corazon L. Cabganot Tourism and Training Center in Barangay Old Buswang here.
“There is reason for us to be elated with the collection performance in our Caticlan and Cagban, Manoc-Manoc Jetty Ports and Terminals. Collections rose drastically during the past two years, P17.896 million in 2005 and almost doubled rising to P30.650 million last year,” Marquez said.
“There is no doubt indeed that the EEDD that we have both created and nurtured would be a success story for Aklan and its people given another year of operation,” he further said.
The Provincial Engineering Office shall also function as the Construction Department to augment the revenue generating capacity of the EEDD./PN

radio station basketball team bags media tourney championship
Kalibo, Aklan – LGU-Kalibo’s Ka-Tribu radio basketball team, “CBIS Hotspotters,” composed of the anchors, personalities, reporters and support and technical staff bags the championship of the 1st United Media Vice Governor’s Cup Basketball Tournament this Sunday, March 4, 2007 at the ABL Sports Complex, this town, against the equally formidable Network Knicks team.
CBIS Hotspotters went head on for the second game of the best of three championship title against the Network Knicks, a combined team of personalities from DYRU, Philippine Information Agency, Provincial government Media, the news writers of Panay News, Viva Aklan, Panay Explorer, Hala Birada and others.
With a 2-0 record in the championship and a zero looses during the games, the Hotspotters is consistent in its victory in the very first basketball tournament hosted by both the Aklan United Media Association and Vice Governor Kel Tolentino intending to unite the various media personalities and organizations through sports and provide the different fans and supporters an enjoyable entertainment.
As the Honorary Station Manager and one of the players of the CBIS Hotspotters, Mayor Raymar Rebaldo is ecstatic when the Hotspotters won the championship last Sunday and expressed that the achievement achieved in the hard court is a reflection of the CBIS Ka-Tribu Radio’s success in providing a balanced programming and developmental news to the public.

The Tale of the Aeta’s

Kalibo, Aklan- Ever wondered why often when you gave money to the aeta’s, you think you were duped when they will buy it for alcoholic drinks instead of buying it for food? Then you will feel insulted that they will use your hard-earned money for their luxury?
This is natural for them according to Fr. Hermiginio ‘Jun Jun’ Felipe, an aklanon priest who is currently in the second year of the three years Cultural Heritage masteral course in University of Santo Tomas in Metro Manila.
“In my interviews with Aeta’s in Western Visayas, I realized that unconsciously their forefathers taught them that they need to demand for money as a way of charges in an unwritten agreement between the aeta’s and the Visayans,” he said.
Fr. Felipe is among the first five Filipino priests who were fortunate to study the cultural heritage course in the country. The Diocese of Kalibo led by Kalibo Bishop Jose Romeo Lazo commissioned his study.
But although several historian scholars criticize the legends, Fr. Felipe said these unwritten agreements points to the history of ten Bornean datu’s who said to have arrived in Panay in 13th century and purchased the land to the aeta’s with several golden jewelries.
“After several years, they were told to go back to their own land to continuously ask Visayan people for their dowry rights in exchanged for the Panay land they once own,” he said.
And so, the aeta’s have the rights to believe that they could do whatever they wanted to do in the money you gave them and even has the right to call one a ‘kuripot’ if you refuse to give them money.
But while, if the story of the arrival of the ten Bornean datu’s indeed arrived in Panay or not there are still many available clues to the possibility that the said story have ever happened.
Among those is the festival of ati-atihan, which Panay is famous of. Prominent of which is the Kalibo Ati-atihan and the Dinagyang of Iloilo. Both of the festivals emphasized the arrival of the ten Bornean datu’s in Panay.
Historians said that the document on the existence of the arrival of ten Bornean datu’s story were written by a questionable author in early 1990’s by a local historian in Miag-ao, Iloilo.
But Fr. Felipe said in his study, he is eyeing the possibility of recommending to the commission on culture and arts in the Diocese of Kalibo led by Fr. Boy Quan a new ati-atihan perspective that will concretize the festival based in the available evidence on Panay’s history particularly that of Kalibo Ati-atihan.
“Right now, I am gathering solid evidences that instead of focusing the festival to the arrival of the ten Bornean datu’s and the alleged purchase of Panay, I am planning to shift the focus to more concrete history of Kalibo which historians agree to which ati-atihan festivities in the country originates,” he said.
According to historians, Kalibo came from the word ‘one thousand’ (sanglibo) to which focus on the first 1,000 Christian converts in Aklan after the Spaniards arrived in 18th century.
“Is it possible that the future ati-atihan festival will give emphasis on the first Christian converts of Kalibo and the manner of celebration is giving glory to the Child Jesus (Sto. Nino) that the island of Panay have been saved through the baptism in Christ,” he said.
“In this way, the history of the ati-atihan festival will not be anymore questioned by the tourists and the historians because it will now have a solid historic foundation based on facts and available archeological evidences,” he added.

DTI enjoins SMES to take part in 51st Aklan Day

KALIBO, Aklan – The Department of Trade and Industry (DTI), Aklan Provincial office here is enjoining the active participation of Small and Medium Enterprises (SMEs) in various trade exhibitions in celebration of Aklan’s golden foundation anniversary.
Aklan will mark its 51st year as a province separate from Capiz on April 25 this year.
Pollentes, chair of Aklan Piña & and Fiber Festival Committee, stressed that here office is supporting a wide array of events to ensure the successful holding of the anniversary.
For years now, the Aklan Piña and Fiber festival and Agro-Industrial Trade Fair has been a major feature of the weeklong celebration. This year’s fiberfest will be held at the Provincial Capitol Grounds on April 23-27, 2007.
This early, more than 50 producers and manufacturer from the loomweaving, gifts and house wares, processed foods, furniture and monumental plants and cutflower sector have signified their intention to participate.
The 17 local government units of Aklan, Aklan State University headed by Dr. Benny Palma and Department of Land Reform-assisted Agrarian Reform Communities through the efforts of Provincial Agrarian Reform Officer Daniel Y. Martelino will have their respective booths.
Gov. Carlito S. Marquez and Vice Gov. Ronquillo C. Tolentino have designated a bigger venue for this year’s exhibit owing to the resounding success of the past year’s fiber fest sales performance.
The festival was organized in 2002 during the term of then Governor now Cong. Florencio T. Miraflores.
The fiber festival is a project of the provincial government, Congressional District Office and DTI in cooperation with the Advocates of Philippine Fair Trade, Incorporated.
Working with DTI in the holding of trade fairs and other activities are Aklan Piña Manufacturers and Traders Association, Incorporated chaired by Anna India C. Legaspi, the Hugod Aklanon Producers Association, Incorporated headed by Amelia Rentillo, Aklan Ati-Atihan Chamber of Commerce and Industry headed by Larry Barbasa, the Arts Council of Aklan Foundation chaired by Dean Erlinda Wilson and Aklan Small and Medium Enterprise Development Council.
Also on the list are the Fiber Industry Development Authority (FIDA), Department of Science and Technology (DOST) and Department of Agriculture-Office of the Provincial Agriculturist (DA-OPA).

COA launches Electronic new govt. accounting system

KALIBO, Aklan – The Commission on Audit (COA) recently turnover the documents of the full implementation of the Electronic New Government Accounting System (e-NGAS) to the provincial government of Aklan.
According to Provincial Accountant Ma. Victoria Salido, the e-NGAS computerizes the preparation of financial reports from the recording of transactions to the preparation of subsidiary ledgers, general ledgers, journals and ultimately the generation of financial statements including the Trial Balance, Balance Sheet, Statement of Income and Expenses and Statement of Cash Flows.
COA likewise provided the PACCO with the e-Budget System that will hasten the preparation of the Status of Appropriations, Allotments and Obligations.
The turnover ceremony was witnessed by COA Regional Director Atty. Sheila Villa and Aklan Gov. Carlito S. Marquez.
Also present were the department heads of Aklan provincial government including Provincial Budget Officer Mary Grace Macahilas, Provincial General Services Officer Medelia Solanoy and PACCO Asst. Dept. Head Liwayway Maravilla.
It may be recalled that the e-NGAS was installed at the Provincial Accounting System (PACCO) last October 2006.
In his recent State of the Province Address (SOPA), Marquez cited PACCO for providing internal control and auditing and played crucial role in sound fiscal management.
“Our prudent financial management during the past two years in the provincial government enabled us to be able to fully redeem the P40 million bond floatation’s by the middle of last year,” Marquez said.
“This has elicited recognition from the Department of finance that it has cited the Jetty Port and Terminal Project funded by the bond float to be one of the success stories for economic enterprises of local government units in the country,” he added.
In an effort to strengthen the internal control of the province, the Marquez administration has institutionalized in 2005 the creation of an Internal Audit Team to ensure that all collections and expenditures are properly accounted for.

New PNP chief enforces one entry, one exit policy

BORACAY Island – The new leadership of the Aklan Police Provincial Office (APPO) here is serious in the implementation of the One Entry, One Exit Policy as tourists and guests start to in this paradise island.
Acting on the directive of Gov. Carlito S. Marquez, PNP Provincial Director Police Sr. Supt. Benigno B. Durana, Jr. reactivated the Task Force Bantay Boracay
The One Entry, One Exit Policy was fully implemented starting February 15, 2007 by the provincial government of Aklan through Task Force
The policy is embodied in Provincial Ordinance No. 05-052 otherwise known as “An Ordinance for the Preservation, Protection, Security and Safety of the Provincial Tourism Assets and Resources.”
Earlier, Marquez enjoined all sea transport services plying Caticlan-Boracay route and vice versa, all motorized boats/banca for public utility and private resort-owned and others to comply with the accreditation requirements.
“If we believe that Boracay Island is the crown jewel of our tourism industry, change in the present system shall be reinforced,” Marquez said.
“The security of our tourists and residents is at stake here. We have to establish a more systematic, orderly, safe and comfortable mode of transport from Caticlan Jetty Port to Boracay Island and vice versa,” he said.
Architect Niven M. Maquirang, Administrator of Caticlan Jetty Port said that under the one entry, one exit scheme, any seacraft is prohibited to embark and/or disembark passengers anywhere around the island of Boracay except at the Cagban Port in Barangay Manoc-Manoc.
“The passengers can be closely monitored for security purposes and the lone beach and its swimming areas, the main attraction in the island, shall be off limits to seacrafts thereby providing serene, safe and ideal swimming areas for the tourists and guests of Boracay,” Maquirang said.
EEDD Chief Rex Consemino confirmed the existing boat stations – Stations 1,2 and 3 shall be closed to any kind of vessel except for those that cater for specifically arranged trips for tourism purposes. Upon prior approval by a task force, these stations maybe used as pick-up and drop-off points of tourists provided however that vessels should be moored in the designated area not less than 200 meters distance from the shoreline.
The task force is composed of Provincial Tourism Office, Caticlan Jetty Port Administration, Philippine Coast Guard, Philippine National Police, Maritime Industry Authority, Philippine Ports Authority and Maritime Police.
The Tambisaan area was earlier suggested to be an alternative entry and/or exit point during the southeast monsoon period (habagat) or in times where the Caticlan Jetty Port-Cagban Port is not navigable by motorized bancas. There were times when because of the unfavorable weather conditions, tourists passes through another point of entry in Tambisaan and the exit point was in Tambisaan.

The provincial leadership noted that tourists utilizing the Tabon and Tambisaan areas were not checked and their luggage not thoroughly inspected. Stakeholders here expressed alarm that terrorists may be entering Boracay right under their noses.
AKLAN PPO REACTIVATES AMRP

Kalibo, Aklan – The Aklan Provincial Government under the leadership of incumbent pro-active Governor Carlito S. Marquez, through the Aklan Provincial Population Office (AKPPO), headed by its Provincial Population Officer, Mr. Arturo P. Teodosio, Jr. convened the officers, members of the Board of Directors, and Adviser of the Aklan Movement for Responsible Parenthood (AMRP) for a Consultative Meeting cum Workshop on February 21, 2007 at the Aklan Comprehensive Center for Women, Kalibo, Aklan.
The AMRP is an organization, which is composed of representatives from the national/local government agencies, non-government organizations, religious sector, academe, and civil society. Its vision statement is: “We envision upright, productive and civic minded Aklanon parents in an environment founded on love and respect”. Its mission statement is: “To build and develop responsible Aklanon parents”. In partnership with the Provincial Government, the AMRP has been originally envisioned as a an umbrella organization tasked to spearhead the promotion of sustainable Responsible Parenthood, Reproductive Health and Natural Family Planning in Aklan.
Being the front liner in the implementation of President Gloria M. Arroyo’s directives on Responsible Parenthood and Natural Family Planning Program in the Province, the AKPPO believes that with the AMRP’s vision/mission, this organization should not die a natural death but should be reactivated.
All the AMRP officers attended the meeting with enthusiasm. They renewed their commitments and consequently, got fresh mandates as elected officers of the Movement during their reorganizational meeting. The set of officers are as follows: President - Mr. Josue Maravilla of LGU Numancia; Executive Vice President – Vice Mayor Jean T. Velarde of New Washington; Vice President-East – Mrs. Erlinda S. Belayro; Vice President-West – Vice Mayor Gene T. Fuentes of Tangalan; Secretary – Mrs. Nilda B. Garcia of the Regional Science High School of Aklan; Treasurer – Mrs. Brenda Marte of LGU Numancia; Asst. Secretary/Treasurer – Dr. Erenita T. Labor of the Inter-Faith Academy; Auditor - SB Member Medialyn Barcelona of LGU Altavas; and PIO/PRO - Mr. Edwin Ramos of the PIA.

Another major concurrence during the meeting was the approved motion to include all the Vice Mayors of the 17 towns of Aklan as members of the Board of Directors of the AMRP so as to gain the support of the Local Government Units.
Through a PowerPoint Presentation, Mr. Arturo P. Teodosio, Jr., Provincial Population Officer (PPO), oriented the group on the Responsible Parenting Movement. He briefly discussed its legal bases such as the Memorandum from the Office of the President re Promotion of Responsible Parenthood; the Philippine Population Policy (Art. XV, Sec. 3.1 of the 1987 Philippine Constitution; Draft Message of PGMA (Philippine Responsible Parenthood Program Directional Plan 2005-2010); Program Strategies; and the Role of Local Government Units.
In addition, the PPO stated that as per PGMA’s directive, the RPM must go down to the grassroots level thru the organization of RPM Teams. Hence, for the Provincial RPM Team, the Team Leader will be the Department of Health, with the PPO, PSWDO, MAO, Provincial Nutrition Action Officer, NGO and religious sector as members. Likewise, a Municipal RPM Team will be organized in the 17 towns of Aklan with similar compositions and this will go down to the barangay level, forming the barangay RPM Team.
Among others, one of the major agenda of the meeting was the review of the AMRP Strategic Plan vis-à-vis RPM Implementing Guidelines, handled by Mr. Josue Maravilla, AMRP President. Through this, the AMRP could well integrate the RPM Guidelines with their new plans.
With the scheduled Training of Trainers on Responsible Parenting Movement and Natural Family Planning on March 5-9, 2007 in Iloilo City sponsored by the Department of Health and the Regional Population Office 6, the AMRP will have another meeting to take a big leap in empowering Aklanon families.

In partnership with the Provincial Government, the AMRP has been originally envisioned as a an umbrella organization tasked to spearhead the promotion of sustainable Responsible Parenthood, Reproductive Health and Natural Family Planning in Aklan.
Being the front liner in the implementation of President Gloria M. Arroyo’s directives on Responsible Parenthood and Natural Family Planning Program in the Province, the AKPPO believes that with the AMRP’s vision/mission, this organization should not die a natural death but should be reactivated.
All the AMRP officers attended the meeting with enthusiasm. They renewed their commitments and consequently, got fresh mandates as elected officers of the Movement during their reorganizational meeting. The set of officers are as follows: President - Mr. Josue Maravilla of LGU Numancia; Executive Vice President – Vice Mayor Jean T. Velarde of New Washington; Vice President-East – Mrs. Erlinda S. Belayro; Vice President-West – Vice Mayor Gene T. Fuentes of Tangalan; Secretary – Mrs. Nilda B. Garcia of the Regional Science High School of Aklan; Treasurer – Mrs. Brenda Marte of LGU Numancia; Asst. Secretary/Treasurer – Dr. Erenita T. Labor of the Inter-Faith Academy; Auditor - SB Member Medialyn Barcelona of LGU Altavas; and PIO/PRO - Mr. Edwin Ramos of the PIA.
The members of the Board of Directors are the following: Vice Mayor Manuel Sualog of LGU Buruanga; SB Member Casimero Iledan of LGU Malinao; Dr. Concepcion P. Constantino of the Regional Science High School of Aklan; Rev. Hope Sodusta of Glad Tidings Fellowship; Mrs. Lilia C. Refendor of the Catholic Women’s League; Engr. Jimmy Quimpo of TESDA; Engr. Rogelio dela Cruz of KAMUSELA (Kalibo Multi-Sectoral Leaders Association; Mrs. Luzviminda S. Luces of DRSTMH; Mrs. Aida Abayon of DEPED; and Ms. Giselle Mari Matias of the SK
Another major concurrence during the meeting was the approved motion to include all the Vice Mayors of the 17 towns of Aklan as members of the Board of Directors of the AMRP so as to gain the support of the Local Government Units.
Through a PowerPoint Presentation, Mr. Arturo P. Teodosio, Jr., Provincial Population Officer (PPO), oriented the group on the Responsible Parenting Movement. He briefly discussed its legal bases such as the Memorandum from the Office of the President re Promotion of Responsible Parenthood; the Philippine Population Policy (Art. XV, Sec. 3.1 of the 1987 Philippine Constitution; Draft Message of PGMA (Philippine Responsible Parenthood Program Directional Plan 2005-2010); Program Strategies; and the Role of Local Government Units.
In addition, the PPO stated that as per PGMA’s directive, the RPM must go down to the grassroots level thru the organization of RPM Teams. Hence, for the Provincial RPM Team, the Team Leader will be the Department of Health, with the PPO, PSWDO, MAO, Provincial Nutrition Action Officer, NGO and religious sector as members. Likewise, a Municipal RPM Team will be organized in the 17 towns of Aklan with similar compositions and this will go down to the barangay level, forming the barangay RPM Team.
Among others, one of the major agenda of the meeting was the review of the AMRP Strategic Plan vis-à-vis RPM Implementing Guidelines, handled by Mr. Josue Maravilla, AMRP President. Through this, the AMRP could well integrate the RPM Guidelines with their new plans.
With the scheduled Training of Trainers on Responsible Parenting Movement and Natural Family Planning on March 5-9, 2007 in Iloilo City sponsored by the Department of Health and the Regional Population Office 6, the AMRP will have another meeting to take a big leap in empowering Aklanon families.
Rebaldo hands out wheelchair and financial assistance
Kalibo, Aklan – Jun Elias of Brgy. New Buswang, a vehicular accident victim, joyfully received a wheelchair from Mayor Raymar Rebaldo facilitated through the Municipal Social Welfare Dev’t. Office and DSWD Reg. 6 at the Mayor’s Office on February 27, 2007, this town.
A financial assistance is also handed out by Mayor Rebaldo in behalf of the ABS-CBN Foundation to Remedios Reodava of Brgy. Bakhaw Norte, whose life story has been selected and featured in an episode in “Maala-ala Mo Kaya” in ABS-CBN Channel 2.
The distribution of wheelchair and financial assistance is a positive example of the hand-in-hand cooperation between the local government of Kalibo, the national government agencies and non government organizations to alleviate the state of poverty in the Ati-Atihan town of Kalibo and bring hope to those who are in need. AKLAN PPO, AMRP & 5 OTHER AKLANON DELEGATES TO ATTEND
Kalibo, Aklan – Seven (7) Aklanon delegates will attend the first batch of the regional level Training of Trainers (TOT) on the Responsible Parenting Movement (RPM) and Natural Family Planning (NFP) on March 5-9, 2007 at the Grand Hotel, Iznart St., Iloilo City. They are as follows: Mr. Arturo P. Teodosio, Jr., Provincial Population Officer; Mr. Josue Maravilla, President of the newly reactivated Aklan Movement for Responsible Parenthood; Leah T. Tatoy, Municipal Population Officer-Designate of the Local Government Unit (LGU) of Tangalan; Vice Mayor Jean T. Velarde of New Washington LGU; Mrs. Aida Abayon, Master Teacher II of the Department of Education; Mr. Moises Inamac of the Office of the Provincial Agriculturist; and Mrs. Nuelia Zaldivar, Family Planning Coordinator of the Provincial Health Office.

Airport gears up for direct flights from SoKor
Kalibo, Aklan – Kalibo Airport gears up for possible direct flights from South Korea as early as March 16, 2007 according to Airport Manager Engr. Percy Malonesio who was verbally told by Bureau of Immigration and Deportation Commissioner, Jose Carrandang.
The news was relayed by Engr. Malonesio during the Airport Security Committee Meeting at the Air Transportation Office attended by the police, Officials of neighboring barangays, airline company managers, concerned national government agencies and the local government of Kalibo.
The maiden flight on March 16, 2007 is under the chartered flight of Pacific Pearl Airlines that is believed to start the regional flights not just from South Korea but with other countries as well way ahead of the International Flight in Iloilo City.
Malonesio reiterated that the officials and tanods of neighboring barangays will be playing a larger role in keeping the safety and security outside the perimeter of the Kalibo Airport as well as the continued support of Mayor Raymar A. Rebaldo of Kalibo and the Provincial Government under Gov. Carlito Marquez with the help of Cong. Florencio Miraflores. Terence Toriano
