Camp Hernandez, Dingle, Iloilo – Anticipating possible issues related the Omnibus Election Code and the existing COMELEC Resolutions for military units not to be involved in the ongoing Election Campaign period, COL RENATO DAVID, Commanding Officer, 301st Infantry Brigade, 3rd Infantry (Spearhead) Division, Philippine Army issued a directive to all Commanders of Philippine Army units placed on operational control to the brigade, reminding them to strictly adhere to the provisions of the Omnibus Election Code and the Implementing Guidelines, Rules and Regulations (IGRR) to the Memorandum of Agreement entered into by the Department of National Defense and the Commission of Elections dated 22 Jan 2007.
Said reminders is in compliance to the specific instructions of MGEN JOVENAL NARCISE AFP, Commanding General, 3ID, PA based in Camp Peralta, Jamindan, Capiz that all military units in the Visayas should be shielded from partisan politics. As such, they shall remain apolitical and impartial. Active military personnel, CAFGU’s and even the reservists wearing military uniforms who are constituents of political candidates should not be seen in the company of said candidates during their campaign sorties.
The 301Bde’s area of responsibility covers the whole of Panay and Guimaras Islands. Placed OPCON to the brigade are the 47IB based in Camp Jizmundo, Brgy Libas, Banga, Aklan which has jurisdiction over the whole of Aklan and Capiz Provinces and the southern and eastern towns of Iloilo and 79IB based in Camp Fullon, San Jose, Antique which has jurisdiction over the whole of Antique Province and the central and southern towns of Iloilo.
The five (5) Community Defense Centers (CDC) of the 6RCDG, PA are likewise placed OPCON to the brigade. The CDC’s which are based in the Province of Aklan, Antique, Capiz, Iloilo and Guimaras, has jurisdiction over the ROTC units, reservists and military retirees. There is also a standing directive from the Headquarters, Philippine Army that military personnel should refrain from joining medical/dental civic actions or similar cause-oriented activities sponsored by politicians, their families or political parties.

Joeben declares war with Garcias, fields wife for Ibajay town mayor

Re-electionist Aklan Cong. Florencio "Joeben" Miraflores finally declared war against the Garcias in Ibajay, an influential relative political clan in the western part of this province which supported and nurtured him since he was still a baby in politics.
This, as Miraflores fielded his wife to run for the mayoralty seat of Ibajay town in a last-ditch effort to appease the already inflamed Tibyog Party and Gov. Carlito Marquez after banker Mabeth Garcia filed her candidacy for governor.Mabeth is the wife of reelectionist Ibajay mayor Jun Garcia who is the nephew of Miraflores.
CONDEMNATION
Miraflores’ move however was met with strong condemnation by the Garcia clan as well as the families of Mobo and Patricios who have been supporting Miraflores since he joined the Aklan political arena in 1992 for mayor of Ibajay.
He was groomed by no less than former governor Roberto Garcia Sr., the father of Roberto "Jun" Garcia Jr.
Originally, Mabeth was gunning for the congressional post against Miraflores but opted to back out from her bid and instead ran for governor after it created a crisis in the family circle.
Mayor Jun Garcia even announced in various interviews that if his wife is going to pursue her congressional bid and fight his uncle, he will campaign hard for a zero vote against Mabeth.In one instance, Mayor Garcia even admitted that their marriage was nearly affected had Mabeth refused to heed his advise not to run against Miraflores.
FRUSTRATED
But after learning of Miraflores’ decision to field his wife Lulu against him, Mayor Garcia on Thursday night was virtually surprised and frustrated as the political development would eventually enrage and divide the powerful political clans.
He was even seen by some mediamen in a tearful mood when the news of Lulu’s filing of candicacy for the mayoralty post was relayed to him. He did not utter a word and preferred to be isolated from the crowd of supporters who were at their residence in Capitol Subdivision Thursday night.
Lulu or Lourdes Martin Miraflores who hails from Roxas City, Capiz filed her COC 30 minutes after Mabeth went out of the Comelec office here.
In a press conference held by Tibyog Party yesterday, Mayor Garcia’s brother, Pete Garcia, who is gunning for re-election for board member did not show up apparently in a display of disgust with the local dominant party.

Garcia: ‘It’s a deal for Aklan guv!’

KALIBO, Aklan — Accompanied by her husband, kids and supporters, banker Mabeth Garcia formalized her bid for governorship of this province when she beat the Commission on Elections deadline for the filing of candidacy for local elective posts last night. By filing her candidacy, Garcia officially severed her ties with the so-called Tres Marias.
Garcia’s entry in the gubernatorial race is also seen to complicate the status of Tibyog Party, the dominant local party here.Running under the banner of PDP-Laban, Garcia filed her candidacy 7pm at the Comelec office here.Garcia was joined by Nelia Sancho, an internationally renowned human rights and women’s welfare advocate, and popular mediaman Ernie Sambuang.
Sancho and Sambuang will run for board members representing the province’s eastern side and western side, respectively.A popular radio personality not only in Aklan but also in Capiz in the last 15 years, Sambuang earlier filed his candidacy for vice governor under the Partido ng Masang Pilipino in tandem with gubernatorial bet Karen Galvan.
He, however, opted to slide down and ally with Garcia upon the prodding of his supporters and avid listeners.Bannering the battlecry “Let’s Move Aklan Forward Now Na!”, Garcia presented herself as a third force or alternative choice for the hotly contested gubernatorial seat being occupied by re-electionist Carlito Marquez of Tibyog.
Garcia’s gubernatorial bid has inflamed the conflict within the formidable Tibyog party since her husband, Mayor Jun Garcia of Ibajay town, is the nephew of re-electionist Rep. Florencio Miraflores.
BAD PERFORMANCE
Mayor Garcia earlier became vocal in attacking Marquez’s “bad performance” as the province’s chief executive.Although he did not elaborate, Garcia said some local officials belonging to Tibyog have lost confidence in Marquez’s leadership.
EXCITING ELECTION
Political analysts consider the May 14 elections here, especially in the gubernatorial post, to be very exciting with the entry of Garcia who is the daughter of former Aklan governor Ben Hur Mobo and philanthropist Vicky Ramos, a daughter of former Aklan governor and congressman Godofredo Ramos.
The older Ramos was named Father of Aklan as he was responsible for the separation of Aklan from Capiz.Another lady candidate, Karen Galvan, is also running for the top Capitol post but analysts consider her as a “nobody” in the province’s political scene.

16 DAR-AKLAN SCHOLARS GRADUATE, 3 CUM LAUDES
The first batch (16) of the President Diosdado Macapagal Agrarian Reform Scholars (PDMASP) will march to receive their respective diplomas from various institutions here in Aklan, 3 of whom will finish their Bachelor’s degree with academic honors namely, Cecile M. Maquirang, Cum Laude, BS Agriculture from the Aklan State University (ASU) - Banga Campus, Michelle M. Isada and Niña Fe R. Tejada both Cum Laude, Bachelor in Secondary Education, ASU-Makato Campus.
The President Diosdado Macapagal Agrarian Reform Scholars (PDMASP) is an innovative human resource development activity initiated by the DAR to support the beneficiary development program of CARP. It provides free 4-year college scholarship grant to dependents of poor but deserving beneficiaries of the agrarian reform program. The scholarship benefits include free tuition and miscellaneous school fees per semester to be paid directly to the school, a monthly stipend of P1, 000.00 and book allowance.
With these developments, Atty. Daniel Martelino-PARO Aklan, underscored the need to strengthen and support the extension of the program as holistic approach to total development of an agrarian reform farmer is being undertaken by the DAR. With the 16 graduates coming from the families of the farmers, DAR-Aklan is proud that sustaining rural development is already manifested in the different programs of DAR-Aklan.

Kalibo, Aklan- The Commission on Elections (COMELEC) provincial office are expected to have their hands full today (March 28) as both the Tibyog and Kusog-Aklan Independent Movement (AIM) political parties is expected to file their respective certificate of candidacy exressing their intent to run for the forthcoming election.
Aklan Vice Governor Atty. Ronquillo Tolentino of Tibyog told the Headlines that at 7:00 am they are schedule to attend the mass and then at 8:00 am their group will troop at the Tibyog provincial headquarters for blessing before proceeding to the COMELEC office.
The Tibyog banner under the Team Unity slate will be spearheaded by Congressman Florencio Miraflores, Governor Carlito Marquez and Tolentino aong with their hordes of provincial board member wanabees majority of them are incumbent.
At 9:00 am, the KUSOG-AIM political group which had expressed its alliance to each other recently to defeat the formidable Tibyog group will attend mass at the Kalibo Cathedral first before proceeding to the COMELEC.
The Kusog-AIM tandem is represented by its founders Vicky Ramos for Governor (AIM) and former Congresswoman Bellie Calizo (Kusog) for vice governor.
The Kusog-AIM alliance does not have a slate for congressional candidate after banker Mabeth Mobo-Garcia withdrawn her support to the supposed Tres Marias (Mabeth, Vicky, Belie) group recently as she expressed her interests that she wanted to also run for gubernatorial posts.
As of press time, there are no clear indications that there will be a possible opponent against Miraflores in the congressional slate.

2 guards of Belgian trader defy gun ban

TWO security guards of a Belgian national were arrested last Wednesday after firearms and ammunition were recovered inside their boat along the shore of Station 3, Barangay Manoc-Manoc in the Island of Boracay in Aklan.
Aklan Police Provincial Office Director Benigno Durano Jr. said the two guards were identified as Gilbert Igloso, 29, of Pusok, Lapu-Lapu City, and Reynante Apostol, 31, of Mandaue City, both employees of SS7 Security Agency.
Igloso and Apostol reportedly serve as escorts of Guido Theohl Poppe, a Belgian national who is the vice president of the company "Conchology Inc.," which is based in the Cebu Light Industrial Park (Clip) in Lapu-Lapu City.
The two are presently detained at Boracay Station for violating the gun ban.
The guards, police said, failed to present documents stating they were exempted from the gun ban or that they were allowed to transport the firearms.
Recovered from guards' possession were two caliber .45 pistols with four magazines, two .9mm pistols with two short magazines and two long magazines, a Norinco shotgun and another Maverick 12-gauge shotgun with ammunition.
The Task Force Boracay, Philippine Coast Guard, and soldiers under Insp. Albert Ebdane were conducting a security operation along the shoreline when they spotted m/v Guphel, the boat of the guards, at around 11:30 a.m.
After it docked at the shoreline of the island's Station 3, they were able to discover firearms and ammunition inside the vessel.
Durano said the firearms are probably owned by the SS7 Agency and was provided to the guards in line with their job to protect the Belgian.
He said that their operation was only the result of their active operation in observing one-entry, one-exit policy.

APDPC P.R.O-elect Jun Aguirre of Hala Birada Newsweekly said the group will to hold its induction ceremonies March 24.
Elected to serve a 2-year term are Noel Cabobos (The Daily Guardian), president; Jujet Reyes (IBC-dyRG), vice president; Alex Carlo Magno (RMN-dyKR), secretary-general; Edzel Mainit (Bombo Radyo), treasurer; Ronel Irodestan (CBIS Hot FM), auditor; Jun Aguirre (Hala Birada), P.R.O; and Rolly Herrera (WV Regional News), business manager.
Elected to the Board of Directors are Boy Ryan Zabal, chairman; and members Arnel Vicente (Bombo Radyo), Ron Bautista (RGMA-dyRU), Jun Villorente (Madyaas Pen), Arnel Relampago (Kalibo Cable TV), and Isidro Rasgo (Aklan Cable TV).

Rebaldo’s candidate for vice mayor is a graduating SB member Ariel Oñas Fernandez and the eight candidates for councilor are incumbent SB members Lilian Quimpo Tirol, Mark Vega Quimpo, George Quimpo and Gregorio Malapad and new comers Andagao barangay captain Ronce Reyes, retired police officer Willie Ramos, former barangay Kagawad Freddie Jizmundo and Tibyog tactician Efren Trinidad.
These candidates are expected to file their certificates of candidacy March 28.
Rebaldo said that his candidates have been chosen and endorsed by the executive committee of the local Tibyog party represented by their respective chairmen from 16 barangays “therefore, they have undergone the right process based on the rules and procedures of the Tibyog it Akean party.”
FROM ‘TRES MARIAS’ TO ‘SUPER TWINS’

KALIBO, Aklan—It maybe one less for the supposed “Tres Marias” of the United Opposition who will be battling the formidable Tibyog camp in the province of Aklan in the coming May 14 elections but still the partnership of philanthropist Vicky Ramos and former congresswoman Gabrielle “Billie” Calizo is still creating chills for the ruling administration party here.
This developed yesterday as sources privy to the all-female triumvirate confirmed that banker Mabeth Mobo-Garcia is now out of the picture.
The sources declined to cite the reasons for Garcia’s withdrawal from the political alliance but The Daily Guardian learned that Mabeth was “under pressure” from her relatives regarding her entry in the Aklan political arena.
Mabeth is the wife of Ibajay mayor Jun Garcia who is a nephew of incumbent Congressman Florencio Miraflores.
“If Mabeth will not back out from the ‘Tres Marias’ group, she will be forced to run against Miraflores which members of the Garcia clan have been opposing because it might create a dent in the family circle,” sources said.
Under the alliance, Mabeth will vie for the congressional seat, Vicky Ramos will run for governor against incumbent governor Carlito Marquez, and former congresswoman Billie Calizo will battle incumbent vice governor Ronquillo Tolentino in the vice gubernatorial post.
“Well, even if they are downgraded into two, they are still a winnable tandem and I believe it will only cause a very minimal effect in our party. If they are no longer Tres Marias, they are now Super Twins and still powerful,” said Mar Salvador, a candidate of UNO for Board Member in the Eastern part of the province.
Opposition Board Member Ramon “Andoy” Gelito who is gunning for reelection under UNO said that less Garcia, the political alliance of Vicky and Billy is still considered to be a power combination.
Vicky is the daughter of former Aklan congressman and governor Godofredo Ramos, considered as the Father of Aklan. It may be recalled that Vicky lost by a slim margin against Gov. Carlito Marquez during the 2004 gubernatorial race.
Analysts here said that Ramos’ showing in the last election was “extra-ordinary” considering that she made a very good showing by topping her rivals in nine of 17 towns in the province.
Calizo, popularly known as Billie, came from the politically-dominated Calizo clan in Balete and of the Venus family in New Washington. She first appeared in the political arena in 1998 by running for a board ember seat in the Eastern District and topped the race making her the “first woman senior board member” in Aklan. She then ran for the congressional post in 2001 and handily made it.
Vice-Gov Tolentino house strafed

Tolentino, 63, ruled out politics or the controversial criminal cases he had handled as the reason behind the shooting.
“I am surprised of this development. I don’t think it is politically motivated as of now or could be attributed to criminal cases I handled,” said Tolentino, a Tibyog Akean stalwart.
The incident happened around 10:30pm. The suspect first knocked on the steel gate of Tolentino’s house located at Capitol Subdivision, about 150 meters from the Aklan Provincial Capitol, looking for the vice governor. When asked by the vice-governor’s wife, Ellen, the suspect identified himself as Jun Jorque.
Ellen, presently the provincial human resource officer, then asked why he wanted to see her husband but he only insisted to see and speak with the vice governor. Later Tolentino went out of his room and asked his name. The suspect again identified himself but gave a different name, Romeo Dela Cruz.
Sensing danger, Ellen told the suspect to return the following day for it was already late and they were about to sleep.
The suspect walked away towards his parked owner type jeep fronting the Pepsi Cola warehouse, about 10 meters away from the house of the vice governor.
A few minutes later, the couple heard three gunshots outside of their house.
Responding cops led by SPO1 Edward Francisco and PO3 Teddy Requeja immediately conducted an investigation but saw no one in the vicinity.
The next day, Ellen was surprised to discover their front door and front jealousy glass damaged by bullets.
Policemen recovered one deformed slug of unknown caliber.
“We are trying to identify the suspect behind the shooting with the help of witnesses. Tolentino has no known enemies,” Ardiente said.
The Kalibo PNP was able to sketch the identity of the possible suspect, 38-40 years old, stands 5’7, muscular build and sporting a semi-bald hair.
The incumbent vice governor is seeking reelection under Tibyog Akean.

Lezo,Aklan- Despite the massive devastation of its electric distribution system on the last quarter of 2006 by super typhoons in the province, The Aklan Electric Cooperative Inc. (AKELCO) has maintained its category A + status along with 52 other electric cooperatives in the country.
For three consecutive years, AKELCO maintained its position at the top after garnering a total score of 90 points on the final result of Calendar Year 2006 Electric Cooperative Categorization and Classification approved by the National Electrification Administration headed by Edita S. Bueno, NEA administrator on March 20, 2007.AKELCO’s highest score was 22 points for achieving a 13% systems loss average including a one point incentive.
It also collected a total of 20 points for being current in its amortization. It was able to get another 15 points for registering a 96% collection efficiency and another 10 points for keeping its “non-power costs” within the approved levels.Another major factor for that classification was the point incentive on the barangay energization gaining another 9 points.
It would be recalled that there are six more barangays that were energized by AKELCO last year. Mostly from the far-flung barangays in the municipality of Libacao including one barangay in Libertad Antique.
AKELCO serves the 17 towns of Aklan including the world-renowned island-resort of Boracay and the towns of Libertad and Pandan in Antique.
AKELCO has a total of number of 91, 375 registered member-consumers. It continues to fulfill its commitment through the collective effort of the Board of Directors, Management and staff to provide its end-users with a reliable and adequate power supply in the whole coverage area.

Filipino Gay Group nominated to International Humanitarian Commission

Kalibo, Aklan- A Filipino gay group who is becoming known worldwide for its advocacy campaign against Sexually Transmitted Diseases including HIV-AIDS prevention was nominated by the United Nations Fund for Population Activities (UNFPA)-
The Felipa Award is initiated by the US-based International Gay and Lesbian Human Rights Commission (IGLHRC). The commission is to secure the full enjoyment of the human rights of all people and communities subject to the discrimination or abuse on the basis of sexual orientation or expression, gender identity or expression among others.

In a document provided to this writer, the Filipino group nominee called themselves the Butterfly Brigade – a self help group of Gay Men and transgenders that has sought partnership with the Aklan provincial government to provide for services on STD’s and HIV-AIDS specially in Boracay Island.
“Through resource mobilization, the organization has forged partnership with the UNFPA for funding of its activities and strategies in setting up services for sexual minorities in Aklan province,” Joseph Carlo ‘Kaka’ Carillo founder of the Butterfly Brigade told this writer in an interview.
The group started in 2001 with small group meetings of gay men and transgendered people who have experienced social stigma and discrimination in the access of health services. In an effort to address the emerging issues, this small group sought the accountability of the Provincial Health Office for the delivery of health services for sexual minorities.
In the same year, thru the provincial assistance extended by the UNFPA the informal organization has advocated and then conducted the first of 11 trainings of gay men and providing them information and education on reproductive health.
Trained peer educators then took a pro-active role in the design and implementation of the reproductive health program in Aklan province, gaining popular support from the community.
Now, the Butterfly Brigade is considered the prime movers for the ‘beneficiaries of implementers’ concept of RH and has since replicated the concept for other provinces in the country. This as part of the UNFPA’s Knowledge Sharing Scheme through technical assistance program.
Carillo said they have been campaigning against STD’s and HIV-Aids among the tricycle drivers, boatmen, local government executives, police force and women (such as commercial sex workers and mothers) young people, through school and community-based information dissemination.
If the Butterfly Brigade wins the award, they will receive a cash award to help further their work. The Felipa Award is one of three awards presented each year at A Celebration of Courage, IGLHRC’s signature fundraising event which is hosted jointly in

DOT: Boracay still RP’s No. 1

BORACAY Island is still unbeatable.
This was the assessment of the Department of Tourism (DOT) regional office on the world-famous island resort which remains as the country’s top tourist magnet.
DOT-6 regional director Edwin Trompeta was asked to compare Boracay to other attractions in Bohol and Cebu since the government is boasting the Visayas region as the tourism hub of the country.
“The number of rooms and investments can speak well for Boracay as a tourism haven,” stressed Trompeta.
The DOT chief was referring to five star hotels such as the newly-opened Shangrila and Boracay Discovery Shore.Trompeta boasts of 3,600 hotel rooms, 65 flights daily and eight roll-on roll-off (RoRo) transport services bound for Boracay.
Trompeta said Boracay’s tourism industry will peak during the Holy Week April 6-7 while incoming flights are expected to hit 75 a day.
The introduced direct international flights to Kalibo Airport will also translate to 350 additional tourists.
“There are so many things happening there with bands, concerts and bars full-packed. Holy Week is something everybody is anticipating in the island. It is really going to be crowded and noisy,” Trompeta said.
Trompeta also cited the 24/7 security operations implemented by police and other law enforcers in Boracay in the island which is a vital factor for the tourism industry.
Trompeta said they are expecting around 15,000 to 18,000 tourists to swarm Boracay this Holy Week.He recalled that Boracay’s Holy Week rush even hit 29,000 visitors several years ago.
Domestic tourists account for 80 percent of the arrivals during the Lenten season.
Boracay’s peak season, which starts in September, accommodate 70 percent domestic visitors and 30 percent of foreign travelers.

STUDY TOURS OF LOCAL OFFICIALS
In pursuance of Libacao’s tourism development program a group of Makati-based planners and developers and some agriculture officials in Manila had signified recently their interest to assist and support all the way Mayor Charito Navarosa’s intent to come up with a Master Development Plan for this town, in order to ensure that all tourism infrastructures, facilities and attractions later on will be well placed in their proper order and thus avoid a repeat of unplanned tourism done in other places. Hence, this group enabled Mayor Navarosa to visit Clark Air Base in Angeles, Pampanga, in order for him to have a closer look of the former US military facility but now converted and developed into a tourist destination with beautiful landscape and first class entertainment and lodging accommodations. This kind of tourism development could serve as a good model for Libacao.

The Sangguniang Bayan of Libacao and other local officials and barangay captains headed by Vice Mayor Ramon Zapata and ABC President Aniano Zaspa, respectively made a study tour of Manila, Bagiuo, Tagaytay and Marikina recently. Specifically, the group observed Bagiuo’s Tree Planting Program, Olongapo’s Solid Waste Disposal and Management, Tagaytay’s City of Character and Marikina’s Save the Marikina River. The foregoing programs and projects are all “Galing Pook” awardees and are good examples of effective local governance in the country. They also visited the Benguet State University for some technical inputs on the production of high-value crops and vegetables and their trading practices in the marketing of local products

On the other hand, Mayor Aser Baladjay of Laua-an, Antique headed the municipal and barangay officials of that town in visiting Libacao last week in order to see for themselves the recent economic developments obtaining in this town under the present local administration. They were particularly interested of the abaca industry in Libacao which is a major source of income of people in the upland areas. According to Mayor Baladjay, his town is also abundant of abaca but that they do not produce abaca fiber. Hence, they came to know the intricacies of this industry so as to utilize this dormant natural resource for the economic benefits of his townspeople. They also visited the the cutflower garden, the Libacao Development Cooperative, a leading primary cooperative in Aklan, the Margarico piggery in Ogsip and the Villo Fruit Farm and River Resort owned by balikbayan Edipolo Ibarra in Agea-ob, Pinonoy where Mayor Navarosa treated them of a modest lunch.

STUDY TOURS OF LOCAL OFFICIALS
In pursuance of Libacao’s tourism development program a group of Makati-based planners and developers and some agriculture officials in Manila had signified recently their interest to assist and support all the way Mayor Charito Navarosa’s intent to come up with a Master Development Plan for this town, in order to ensure that all tourism infrastructures, facilities and attractions later on will be well placed in their proper order and thus avoid a repeat of unplanned tourism done in other places. Hence, this group enabled Mayor Navarosa to visit Clark Air Base in Angeles, Pampanga, in order for him to have a closer look of the former US military facility but now converted and developed into a tourist destination with beautiful landscape and first class entertainment and lodging accommodations. This kind of tourism development could serve as a good model for Libacao.

The Sangguniang Bayan of Libacao and other local officials and barangay captains headed by Vice Mayor Ramon Zapata and ABC President Aniano Zaspa, respectively made a study tour of Manila, Bagiuo, Tagaytay and Marikina recently. Specifically, the group observed Bagiuo’s Tree Planting Program, Olongapo’s Solid Waste Disposal and Management, Tagaytay’s City of Character and Marikina’s Save the Marikina River. The foregoing programs and projects are all “Galing Pook” awardees and are good examples of effective local governance in the country. They also visited the Benguet State University for some technical inputs on the production of high-value crops and vegetables and their trading practices in the marketing of local products

On the other hand, Mayor Aser Baladjay of Laua-an, Antique headed the municipal and barangay officials of that town in visiting Libacao last week in order to see for themselves the recent economic developments obtaining in this town under the present local administration. They were particularly interested of the abaca industry in Libacao which is a major source of income of people in the upland areas. According to Mayor Baladjay, his town is also abundant of abaca but that they do not produce abaca fiber. Hence, they came to know the intricacies of this industry so as to utilize this dormant natural resource for the economic benefits of his townspeople. They also visited the the cutflower garden, the Libacao Development Cooperative, a leading primary cooperative in Aklan, the Margarico piggery in Ogsip and the Villo Fruit Farm and River Resort owned by balikbayan Edipolo Ibarra in Agea-ob, Pinonoy where Mayor Navarosa treated them of a modest lunch.

French nat'l detained for five hours for insulting stewardees

Kalibo, Aklan-A 28 years old hotel receptionist in French was detained for five hours at the Kalibo PNP after insulting a flight stewardees and insists on smoking cigarette while onboard in an airplane.
Police Chief Inspector Arnold Ardiente, Kalibo PNP chief told this writer that police enforcers arrested Rene Recrosio Laurent of Maur Des Posses French at around 10:45 a.m. Sunday after operatives of the Aviation Security Group alerted them.
"He was drunk when he was brought to the Kalibo PNP for sober-up. He was released five hours later (2:35 p.m.) as he is bound to Boracay Island," he said.
According to the statement given by the complainant flight steward Ella Mae Trinidad, she noticed Laurent tried to smoke right inside after he enters the plane cabin's before their departure from Manila airport at 9:35 sunday morning.
"He insisted so the plane captain allowed him to smoke down the airplane for a few minutes before the plane depart for Kalibo flight. While I am demonstrating the plane safety procedures, he embarrased me in front of other passengers as he was displaying fucking fingers towards me," she said.
Trinidad said that along the 45-minutes travel from Manila to Kalibo, Laurent insisted to smoke even the plane crews tried to stop him to do so because it is being prohibited for the passengers to smoke cigarettes while on board the airplane.
"As soon as we landed in Kalibo airport, he still insisted that he will be allowed to smoke the reason for the plane captain to seek the attention of the Aviation Security for the security of the plane and all the passengers," Trinidad said in the police blotter she signed at the Kalibo PNP.

Politics in Aklan getting complicated

Kalibo, Aklan- Weeks before the deadline of filing of certificate of candidacy (COC's) in the Commission on Election (COMELEC) by those who will expressed its interests in running for any political positions, the politics in Aklan are getting complicated as political wanabees treated voters with suspense.
Last two weeks ago, the group known as 'Tres Marias' composed of Vicky Ramos, banker Mabeth Mobo-Garcia and former Aklan Congresswoman Gabrielle Calizo was featured in ABS-CBN tv shows nationwide that they were declared as the official standard bearer of the Genuine Opposition.
In the declaration, Garcia was supposed to run as congresswoman under the GO; Ramos a daughter of the late Aklan Congressman Godofredo Ramos considered as the father of Aklan for Governor and Calizo is vying for the seat f vice governor.
They were supposed to battle in a head to head fight against the three male incumbents Aklan Congressman Florencio Miraflores, Governor Carlito Marquez and Vice Governor Atty. Ronquillo Tolentino.
But recent political developments showed that the closed families of Garcia are reportedly negotiating with Miraflores party locally known as Tibyog Akean to accomodate the former as their standard bearer of Governor for Aklan to replace Marquez.
Garcia however in radio interviews said that she does not intend to run under the Tibyog political wing but refused to comment that her closed relative are negotiating with Tibyog supporters to support her in the forthcoming election.
As a result, the Tres Marias currently still refused to go on public to face the issues being hurled against them while the incumbents are also silent on the issues being raised in the media.
Reports also have it that Ramos political career is in peril this 2007 election following the declaration of boxing champ Manny Pacquiao in General Santos City of his interests to run for congressional seat in Mindnaao.
Ramos is closely related to Gensan Congresswoman Darlene Custudio which local political analysts said that their families might decide to concentrate the disbursement of their campaign funds to Gensan because they exect a heavy battle against Pacquiao in the political arena.
Meanwhile, a third party identifying themselves to be under the Partido ng Masang Pilipino (PMP) and Partido ng Masang Demokratikong Pilipino (PDP) vowed to file their COC's in the COMELEC comes March 25 even admitting that they are lacking political machineries to supposedly ensure their winnability in the forthcoming election.
The PMP and the PDP-Aklan party were being rolled by its Congressional candidate Anthony Acevedo, a former Manila Treasurer and Dr Karen Galvan. As of this time, they have not announced any official candidate for their party to run for vice governor post.

He is the man behind the yet to be matched success of a locally-based coastal resources enhancement program that directly benefited the Province of Aklan and on a bigger picture, the Republic of the Philippines . To his credit are extensive studies and researches geared towards food security and sustainable livelihood development through dedicated advocacy on environmental-friendly aquaculture programs and coastal resource management here.
He is a professional, renowned in his field and respected by colleagues. He is a dedicated scientist who once shared his expertise in the Southeast Asian Fisheries Development Center (SEAFDEC) in Tigbauan, Iloilo . He has similar vast experiences back in his country in Germany . He is also a volunteer for the ‘fishery-world’ in the Philippines . He was a professor in Humboldt-University in Berlin following years spent at the Hohenheim University in Stuttgart, Germany as a Ph.D. student and research assistant. He is also a fisherman and a Fisheries Engineer. Meet Dr. Kai Kuhlmann.
Because of a tragic incident 21 months ago, he is now the widow of an Ilongga wife, fellow scientist Ma. Paz Pangantihon - Kuhlmann and surviving parent of an only son.
The morning of June 29, 2005 in Barangay Cabugao, Batan, Aklan. The couple was repeatedly shot. Paz died protecting her husband from their assailant. She took the bullets aimed at finishing him, The murder and frustrated murder cases still pending to this day. Since January 10,2007 the hearing of the case are suspended.
“It is really difficult for us to accept this because it would mean that justice will be delayed and I pray not denied.” Dr. Socorro Pangantihon, the victim’s sister said.
In an incident report, the Aklan Provincial Police Office disclosed gunshot wounds sustained by Kai on his face and stomach. Paz instinctively used her body to shield her husband from further injuries thereby getting shot on the chest and various parts of her body. Kai survived after several surgeries. Paz died on the spot.
Twenty-one months to that horrifying incident and some 15 years into the couple’s work and contribution to the country’s coastal management efforts, colleagues and beneficiaries of the duo’s efforts echo calls for justice, and sends anew messages of gratitude.
Raul Roldan of the Bureau of Fisheries and Aquatic Resources (BFAR) wrote of how Kai and Paz showed clear vision of the career paths they intended to pursue “and how best to help the fisheries sector.”
Alfredo Isidro of the Growth with Equity in Mindanao project of the USAID was all praises on Paz while saying her name was also synonymous to “Peace.” And they fondly call her that, Paz or Peace.
Kai according to a former colleague in SEAFDEC Maria Lourdes Cuvin-Aralar wrote of him as a scientist “who decided to share his talent and time to serve. His is a nurturing nature as evidenced by the type of work he decided to embark on: That of rehabilitating depleted coastal resources to build a better life, not destroy a life.”
Similar sentiments shared by grateful people and officials of the towns of Guiuan, Quinapondan, Giporlos, Balangiga, Lawaan, Mercedes and Salcedo of Eastern Samar.
Paz for her part left notable works in the University of the Philippines (UP) Aquaculture Society, Inc. and the UP in the Visayas community. To her credit were studies done as Junior Fishery Biologist, Research Assistant, Consultant, Associate Researcher and conscientious scientist.
In her name were contributions done that developed the framework and formulation of the country’s developmental program for fisheries research and extension such as four-year study of the National Fisheries Research Program in the early 90s.
Paz also dedicated her time to assist in the conduct of a timely research that sought answers on the implication of coastal fisheries management to biology, ecology and politics.
Other works continued in her memory are researches done on High Stocking Density Rearing of Chanos chanos Forsskal Larvae and Pond Culture of Tilapia among others.
Town mayors, vice mayors and officials crossed party lines to manifest their support to the continued works began by the couple in their province. Even police chiefs manifested their gratitude and acknowledged the impact left by Kai and Paz here.
He brought ‘Fish for the People,’ the Filipino people that is. Reason why grateful locals of coastal communities in Aklan, Eastern Samar and Iloilo join his family and the family of Paz in remembering the couple’s works as the message of gratitude is sent his way.
Fish for the people. Peace to these people.

Eight arrested for gun ban violation
KALIBO, Aklan – The Aklan Police Provincial Office (APPO) arrested eight persons violating the Commission on Elections (Comelec) Resolution No. 7764-A (gun ban) since the operation took off last January 14, this year.
Of the eight violators, two were arrested each by the Libacao police station, Boracay Special Tourist Protection Office (BSTPO) and New Washington police station.
The Malinao police station collared one violator.

The operation led to the confiscation of one high-powered firearm, two low-powered firearms, five homemade firearms and 30 live ammunitions.
During the operation, one homemade firearm with one live ammunition was recovered and one homemade firearm with two ammunitions was voluntary surrendered.
Acting Provincial Director Senior Supt. Benigno B Durana Jr said that as of this date, eight cases were already filed in court against these violators.
Durana said his office is continuously conducting joint checkpoint / chokepoint operation with the Comelec.
He likewise directed chiefs of police/officer in-charge of every municipal police stations including the 601st Aklan Provincial Mobile Group and BSTPO to intensify their visibility patrol and monitoring to ensure an honest, peaceful, orderly and credible election.

He added the united leadership of the incumbent provincial officials was able to deliver basic services and address problems of the various towns such as social, medical, education, infrastructure as well as the tourism industry which is the primary income generator of the province.

Kalibo readies to commemorate the heroism of the XIX Martyrs of Aklan
Malay, Aklan – The whole town of Kalibo readies for the commemoration of the heroism and martyrdom of the very first Katipuneros outside Luzon, the XIX Martyrs of Aklan, this coming March 23, 2007 at the Aklan Freedom Shrine.
In its 110th year, students from the Regional Science High School (RSHS) of Region 6 and the Kalibo Pilot Elementary School (KPES) under the Kalibo Council for Culture and the Arts (KCCA) has kept themselves busy in preparing to render a re-enactment that the Kalibonhons as well as the Aklanons have well known to affect the hearts of their audience.
Kalibo Mayor Raymar Rebaldo on an interview expressed his sentiments to educating the youth through the re-enactment of the heroism of the 19 Martyrs of Aklan so that they may serve as an inspiration to help in nation building and continue to push this Ati-Atihan town towards progress and development.
Broadcasters awed by Boracay’s clean beach line
Malay, Aklan – Anchors and radio personalities of the Kapisanan ng mga Brodkasters ng Pilipinas (KBP) is met by the sight of a beach line that is now appealing to the eyes than before with the implementation of the “One Entry-One Exit” law and the prohibition of boats operating along the popular stretch of beach from the northwest to the southern part of the summer capital of the Philippines, Boracay Island.
Participating in the 10th National Chapter Leaders Conference held this March 9-11, 2007 and hosted by the KBP Aklan Chapter under IBC-DYRG Station Manager Agusto Tolentino, some of the KBP Chapter Leaders are a constant visitor and remembered that the front beach has long since been cluttered with boats of different sizes but it now looked more beautiful than ever with a beach line that all you can see are tourists taking a dip or sunbathing or just strolling down the stretch of sand.
The KBP leaders arrived on March 9 at the Kalibo Airport and met for an audience with Cong. Florencio Miraflores, Gov. Carlito Marquez and Kalibo Mayor Raymar Rebaldo at the Capitol before passing by on a tour around the Aklan State University campus in Banga, Aklan and headed to Boracay island afterwards.

Besana Hall, AKELCO Compound for a two-day orientation-seminar of the new issuances of the Energy Regulatory Commission (ERC) on Anti-Pilferage and Consumer Affairs on March 8-9, 2007.
The participants were the front liners of AKELCO composed of Branch Area supervisors, Apprehension team, Disconnection clerk and crews, Contractors, Community Organizers & Customer Welfare Desk officer.
Among the topics discussed were the Magna Carta for Residential Consumers which tackles the rights as well as the obligations of every member consumers of an electric distribution utility, the Distribution Services Open Access Rules, the implications of Pilferage/illegal connection and the legal principles and cases of Anti-pilferage.
AKELCO Legal Division Manager, Gina Enero said, “ this training was designed to promote awareness on consumer rights among the front liners so that they will be able to deliver reliable service not only through reliable power supply but extending the right customer care.
She added that the Customer is the King, thus, we must treat every member-consumer like one.
An open forum with the panel of speakers and a role-play demonstrates the proper procedure in apprehending pilferers serve as the highlight of the training.
This activity is an upshot of similar training conducted by ERC for the Visayas Cooperatives including AKELCO. Mr. Benjie Tocol, AKELCO’s legal assistant and Mr. Wendelyn Reyes, Apprehension Team leader, Andagao area attended the training in Toledo, Cebu City.

Pichay vows cooperative revolution in the Visayas

Cebu City- Team Unity senatoriable Prospero Pichay Jr vowed to revolutionize the spirit of cooperativism in Visayas region after sectors of cooperative in three Visayas regions (VI, VII and VIII) vowed to support his candidacy.
In an interview, Glen Pichay Plaza, the senatoriable's political coordinator in the Visayas region he said that Pichay met with cooperative officiials in their regional conferences both in Western and Central Visayas and they all agreed to support Pichay after he expressed support in answering the sentiments of the cooperatives.
"Among those concerns raised were the possible adding of the capping rates from P10 million to higher amount on the tax exemption to be provided to cooperatives," Plaza said.
Cooperatives reportedly wanted Pichay to review the pending bills in Congress nine years ago on the proposal and that the P10 million cap for tax exemption is so small amount this days.
"We understand that the cooperatives could not anymore generate revenue because of the increasing prices of commodities and that their operation would surely paralized if the government ask for taxes if they reached P10 million in capital," he said.
It was learned that this was the gist of the consultations of Pichay among Visayas cooperatives. He was in Iloilo for regional cooperative convention last week and is expected to visit Tagbilaran City (region VIII) sometime this week.
Meanwhile, the Pichay campaign trail is expecting to be at the top 14 or 16th rank as soon as the campaign for local election would start on April 1.
Cebu City- Team Unity senatoriable Prospero Pichay Jr vowed to revolutionize the spirit of cooperativism in Visayas region after sectors of cooperative in three Visayas regions (VI, VII and VIII) vowed to support his candidacy.
In an interview, Glen Pichay Plaza, the senatoriable's political coordinator in the Visayas region he said that Pichay met with cooperative officiials in their regional conferences both in Western and Central Visayas and they all agreed to support Pichay after he expressed support in answering the sentiments of the cooperatives.
"Among those concerns raised were the possible adding of the capping rates from P10 million to higher amount on the tax exemption to be provided to cooperatives," Plaza said.
Cooperatives reportedly wanted Pichay to review the pending bills in Congress nine years ago on the proposal and that the P10 million cap for tax exemption is so small amount this days.
"We understand that the cooperatives could not anymore generate revenue because of the increasing prices of commodities and that their operation would surely paralized if the government ask for taxes if they reached P10 million in capital," he said.
It was learned that this was the gist of the consultations of Pichay among Visayas cooperatives. He was in Iloilo for regional cooperative convention last week and is expected to visit Tagbilaran City (region VIII) sometime this week.
Meanwhile, the Pichay campaign trail is expecting to be at the top 14 or 16th rank as soon as the campaign for local election would start on April 1.

BANGA, Aklan – The Associate in Health Science Education (AHSE) students of the Aklan State University – School of Arts and Sciences in cooperation with the Aklan Provincial Government conducted a whole day dissemination forum and strategic planning on March 7, 2006 at Barangay Venturanza, Banga, Aklan.
In the opening program, an inspiring message of the Provincial Government, Hon. Carlito S. Marquez was delivered by the Provincial Administrator Atty. Diego M. Luces. In his message, he acknowledged the leadership of the ASU for initiating meaningful activities in the community. He also recognized the contributions of ASU in the APG’s development efforts particularly in the field of education.
The results of the baseline study on the state of health of the Barangay Venturanza residents conducted by the second year AHSE students were disseminated to the participants.
The activity aimed to uplift the current health and economic status of the Barangay Venturanza residents by providing venue for dialogues among the residents, Barangay officials, community leaders and heads of government agencies in the Municipality of Banga.
The identified community health problems such as family planning, maternal and child health, violence against women, teenage pregnancy and environmental sanitation were tackled during the dissemination forum. This was followed by strategic planning designed to determine appropriate interventions to the identified problems.
The representatives of the Rural Health Unit (RHU), Provincial Health Office, and Soroptimists International also joined the forum.

1st men’s group in WV opposing VAW launched in Aklan on Women’s Day
Kalibo, Aklan –The first-ever movement in Aklan and in Western Visayas composed of men opposing Violence Against Women and Children (VAWC) was launched here during the province’ March 8 celebration of International Women’s Day and Women’s Month.
Called the Aklan MOVE (Men Opposed to Violence Against Women and Children Everywhere), the organization will be the core group of gender-sensitive men who are anti-VAW advocates from both the public and private sectors.
The group will take on the challenge to lead other men and women in the advocacy to end VAWC.
It is seen that involving men in the advocacy is a crucial response to end VAWC as studies show that men are mostly the perpetrators of violence and abuses against women and children.
Installed by Aklan Governor Carlito S. Marquez as one of the highlights of the celebration of Women’s Month of the province, Aklan MOVE’s AD HOC Committee is chaired by Hon. Franklin Quimpo, Aklan SP member and president of the Aklan League of Philippine Councilors (PCL), with Engr. Lucio Sta. Maria from the Provincial Health Office (PHO) as Co-Chairman.

It’s ‘Tres Marias’ in Aklan – Binay

KALIBO, Aklan – Amidst the vehement denial of a political group here who claims to be representing the United Opposition (UNO) in the province of Aklan, UNO president Jejomar Binay finally declared that the all-female political triumvirate popularly known here as “Tres Marias” is the official local party of the opposition group against Tibyog.
“I would like to make it clear that Vicky Ramos has been chosen by the grand coalition of all opposition political parties to be our gubernatorial candidate in Aklan and at the same time the provincial chairman of UNO,” Binay said in an interview with the top-rated morning public affairs program Straight to the Point of RMN-dyKR hosted by Jonathan Cabrera.
Binay also confirmed that along with Ramos is former congresswoman Gabrielle Calizo who will run for vice governor and newcomer Mabeth Mobo-Garcia for the congressional post.
According to Binay, the decision was the result of the deliberation of the Arbitration Committee chaired by former Ambassador Ernesto Maceda.
“This simply follows that the initial nomination given to Karen Ambito-Galvan and Anthony Acevedo is no longer in effect.
This is the decision of the United Opposition and all party members must abide by it,” he emphasized, adding “they were already informed about this” referring to PDP provincial chairman Vic Inserto who was questioning Maceda’s pronouncement.
Earlier, Maceda announced in an interview here over Straight to the Point Program the Tres Marias candidacy in time with the press conference called by Galvan announcing their candidacy purportedly under UNO.Maceda, who is also senior political adviser of UNO, said that obviously UNO preferred the group of the Tres Marias because of their strength, massive political alliance and well-oiled machinery.
“Let’s face it. The Tres Marias are far stronger, have strong political backing plus a well-oiled machinery which can topple down the re-election bid of the administration bets in Aklan. They can better represent the United Opposition there,” Maceda noted.

DOT, MARINA back one entry, exit policy

BORACAY – The Department of Tourism (DOT) Regional Office and Maritime Industry Authority (MARINA) are supportive of the full implementation of the One Entry, One exit policy.
The policy is now enforced by the Aklan Police Provincial Office (APPO) and the Task Force Bantay Boracay under the leadership of Police Senior Supt. Benigno B. Durana, Jr.
It maybe recalled that last year, the provincial government represented by Governor Carlito S. Marquez signed a Memorandum of Agreement with DOT and MARINA relative to the implementation of Provincial Ordinance No. 05-016 creating the Economic Enterprise Development Department (EEDD).
The Caticlan Jetty Port and Passenger Terminal in Barangay Caticlan in mainland Malay and Cagban Jetty Port in Barangay Manoc-Manoc in the island Boracay was placed under the operation of EEDD according to Asst. Department Head Rex Consemino.
Under the agreement, the MARINA now accredits persons and entities engaged in the business of delivering tourism-oriented services upon the endorsement of the provincial government of their application. It will also lead in the conduct of the continuing trainings and reeducation process of all persons involved in the operation of tourism business.
For purpose of accreditation, MARINA established a satellite office at the jetty port, confirmed CJPPT Administrator Architect Niven Maquirang.
The DOT Regional Office on the other hand may recall and cancel any permit, license, clearance and certifications issued in violation of Ordinance No. 05-032 or the One Entry/Exit Policy.
MARINA has reiterated its full support to the policy according to Regional Director Mary Ann Armi Z. Arcilla.
“Finding the thrust of provincial government to heighten security in order, we have asked the Philippine Coast Guard to apprehend unregistered vessels or those with expired Certificate of Public Convenience (CPCs) plying the Caticlan Boracay,” Arcilla said.
DOT Regional Director Edwin C. Trompeta endorsed the policy, which according to him will “put in order the movement of tourists, cargoes and sea and land transports to and from the island.”
“For many years, DOT has seen the chaotic disembarkation of people and goods from Caticlan to Boracay and vice versa,” Trompeta, also an Aklanon, said.
Trompeta stressed this chaotic and uncontrolled activity at ,many points have contributed to the rise in many illegal activities in the island.
Among these activities are overcharging, double payments, unsafe and dangerous transfers and tensions to the visitors and in many instances resulting to loss of property and even death when boats capsize because of overloading.
As a response to the growing clamor for change in the transport system, the DOT strongly and unequivocally endorses the full implementation of one entry-one exit policy of the provincial government.
The endorsement was made in a bid to streamline and put in order the movement of tourists, goods and sea and land transports to and from the island.
Trompeta stressed the provincial leadership of Aklan should be encouraged and congratulated for the vision to see through the horizon of making Boracay a world-class destination by ensuring the convenience, comfort and safety of tourists and visitors to the island.
According to Vice Gov. Ronquillo C. Tolentino, the provincial government has invested sizeable funds to tourism support infrastructure facilities particularly in the resort island of Boracay.
This is the very reason why the Sangguniang Panlalawigan passed and approved a provincial ordinance implementing the regulations of the one entry-one exit policy to and from Boracay for the preservation, protection, security and safety of the provincial tourism assets and resources.

Prov’l hospital expansion, a legacy

KALIBO, Aklan - The hospital’s expansion into a second level referral (non-teaching) hospital will always be remembered as the greatest achievement and legacy of effective and efficient health service delivery to the people of the present united leadership.
Under the united leadership of Cong. Florencio T. Miraflores, Gov. Carlito S. Marquez and Vice Gov. Ronquillo C. Tolentino, Aklan took courage in having the project realized utilizing the loan proceeds from the World Bank with local funds from the province as equity.
The provincial government of Aklan and the Municipal Development Fund Office – Local Government Finance and Development Project (MDFO-LOGOFIND) entered into a memorandum of agreement for the latter to provide a loan to Aklan in the amount of P139 million.
According to Dr. Myrtle M. Pelayo, DOH Representative and a member of the Provincial Health Board, the provincial hospital is considered Aklan’s showcase of health service delivery system.
“The provincial government takes pride in having completed the expansion and rehabilitation of the provincial hospital not solely relying on the meager resources of the provincial government. It was in fact a product of sheer determination and resolve. The upkeep and cleanliness of the expanded hospital has been acclaimed as comparable to our best and private hospitals in the country,” she added.
The expansion of provincial hospital, now under the supervision of Provincial Health Officer Dr. Emma Cortes, is anchored on two major objectives: (1) to serve as one of the economic enterprises of the province to generate additional revenues; and (2) to provide better and efficient health services to Aklanons.
The project components included the construction of a three-storey building, canteen, hospital façade and mortuary; rehabilitation of the old buildings (north, main and south buildings, doctors’ and nurses’ quarters); construction of new power house; upgrading of existing powerhouse; improvement site; and other major items. Also included are the procurement of transformers, air-conditioning units, generator sets, x-ray machines, ultrasound machine, hospital beds, furniture, curtains and other hospital furnishings.
Four rooms of the hospital ground floor will be utilized as private doctors’ clinics for rent. This is one way to encourage Aklanon doctors based in Manila to practice their profession here in Aklan and at the same time, be of service to their province mates. Located at the 2nd and 3rd Floors of the building are about 35 rooms, which will serve as private rooms for hospital patients.
Provincial Government and Services Officer Medelia Solanoy earlier stressed the procurement of modern and updated hospital equipment will save Aklanons from expense and tedious travel to Iloilo and Manila just to avail of adequate diagnosis and treatment.
It maybe recalled that the provincial hospital was built in the 1930s when Aklan was still part of Capiz. After World War II, the hospital was authorized to have a bed capacity of 30, which was increased to 59 beds in 1956, then 75 in 1961 and finally to 100 beds in 1975. It was later renamed to Dr. Rafael S. Tumbokon Memorial Hospital Despite an almost 150 percent bed occupancy, it remains a 100-bed hospital. Hospital beds ate now placed it its hallways to cope with the increasing volume of patients.
AFFORDABLE HOSPITAL SERVICES
EEDD Chief Rex Victor Consemino said the provincial hospital is one service area considered as viable avenue for enterprise development merged under the EEDD to spur generation of much needed revenues for the province and in return, provide better services and effect client satisfaction. The provincial hospital expansion shall pursue sustainable growth and development through innovative generation of financial resources for effective quality and accessible service delivery.
It must be emphasized that while the provincial government is challenged to open new economic frontiers, maintain fiscal stability and promote responsible stewardship for good governance and public service, the indigency program for Aklanons who wanted to avail of hospital services shall be pursued with vigor and without let up for public service remains a top priority of the present administration.
Aklanons are also assured of affordable hospital services compared to privately-run hospitals in Kalibo especially rates on minor and major operations and admission to private rooms.

Four rooms of the hospital ground floor will be utilized as private doctors’ clinics for rent. This is one way to encourage Aklanon doctors based in Manila to practice their profession here in Aklan and at the same time, be of service to their province mates. Located at the 2nd and 3rd Floors of the building are about 35 rooms, which will serve as private rooms for hospital patients.
Provincial Government and Services Officer Medelia Solanoy earlier stressed the procurement of modern and updated hospital equipment will save Aklanons from expense and tedious travel to Iloilo and Manila just to avail of adequate diagnosis and treatment.
It maybe recalled that the provincial hospital was built in the 1930s when Aklan was still part of Capiz. After World War II, the hospital was authorized to have a bed capacity of 30, which was increased to 59 beds in 1956, then 75 in 1961 and finally to 100 beds in 1975. It was later renamed to Dr. Rafael S. Tumbokon Memorial Hospital Despite an almost 150 percent bed occupancy, it remains a 100-bed hospital. Hospital beds ate now placed it its hallways to cope with the increasing volume of patients.
AFFORDABLE HOSPITAL SERVICES
EEDD Chief Rex Victor Consemino said the provincial hospital is one service area considered as viable avenue for enterprise development merged under the EEDD to spur generation of much needed revenues for the province and in return, provide better services and effect client satisfaction. The provincial hospital expansion shall pursue sustainable growth and development through innovative generation of financial resources for effective quality and accessible service delivery.
It must be emphasized that while the provincial government is challenged to open new economic frontiers, maintain fiscal stability and promote responsible stewardship for good governance and public service, the indigency program for Aklanons who wanted to avail of hospital services shall be pursued with vigor and without let up for public service remains a top priority of the present administration.
Aklanons are also assured of affordable hospital services compared to privately-run hospitals in Kalibo especially rates on minor and major operations and admission to private rooms.
“The hospital expansion is a major development in our health services program and will mainly benefit our poor constituents, a major concern of the Arroyo administration. It will also be a flagship of the province’s EEDD program,” Marquez stressed. ■

“We are pleased to inform you that the national government has increased our new IRA allotment share in the amount of P367,675,848 million, higher compared to 2005 of only about P309 million,” Gov. Carlito S. Marquez said.
This is a welcome development, said Marquez, especially now that the provincial government is serious in the implementation of projects and programs funded through appropriation ordinances.
The Sangguniang Panlalawigan chaired by Vice Gov. Ronquillo C. Tolentino has passed and approved five most important appropriation ordinances for 2005.
Lawyer Vice Governor Ronquillo C. Tolentino said approval of the Annual Executive Budget of the General Fund for 2007 and the Economic Enterprise Development Department (EEDD) for 2007 took the provincial board three-day marathon sessions.
“Passage of these two most important documents had been very meticulous and were approved after lengthy debates among the members of the august body,” he added.
The provincial government’s General Fund Budget as provided in Appropriation Ordinance No. 06-006 carries a total appropriation of P420,259,032 while Appropriation Ordinance No. 06-007 which enacted the EEDD budget for 2006 carries a total appropriation of P243,985,667 or a total of P664,244,699 which financial analysts said the biggest budget so far in the history of Aklan.
The provincial board also approved P73,161,225 budget for programs and projects to be funded under the 20 percent Internal Revenue Allotment (IRA) Development Fund for 2007.
“A total of P35 million of the 20 percent IRA Development Fund will go to General Services sector to include contractual, statutory and special projects and activities, P4.7 million for social development and P33.4 million to economic development,” Marquez stressed.
“In our revenue projections for 2007 under the General Fund, our provincial government has an IRA share of P87% while local revenues composed of operating and miscellaneous revenues and local taxes account for 13 percent,” he added.
