While the ordinance may have noble objective of benefiting the ecology of Caticlan/Boracay as SP Morania mentioned, what is the plan to protect also the ecology of Dumaguit? If these same boats who are poluting Caticlan/Boracay dock at Dumaguit, what is the assurance they will not do the same to Dumaguit what is being claimed they are doing in Caticlan/Boracay?
Does the author believe that the volume of visitors will remain the same if RORO traffic volume is directed to Dumaguit. Not only it is 2 hours away from Caticlan but another 1 1/2 hours from Dumaguit by car.
So net effect to visitors is 3 1/2 hours to get to Caticlan if via RORO.This situation is akin to hold a party and nobody comes. It is a waste of time, effort, paper, ink and staple.

Besides what Elmar have commented, let's see what will be the time difference from the last point in Mindoro to reach Boracay and the one reaching Dumaguit. Compare that to the time spend by the bus traveling on land. If it lands in Batan, that's a good time saving for those who continue their way to Capiz/Iloilo using Batan-Altavas road. But Dumaguit? Has to go back to Kalibo, Banga, Balete, Altavas! On the other hand, how much time and money will it cost those passengers whose final detination is west of New Washington - say those Antiquenos especially? They are only thinking on how they can make money by using that Dumaguit port. They are not thinking of the inconvinience they are creating.
